Rio Grande de Sul (again, with an iconic Italian Reunification leader as it's leader, inexplicably - stealing a national hero from Italy and declaring he's somewhat else's - this specific issue, like a few others, has been brought up with you before), a separatist state that lasted about a month or two, but not Brazil itself as an option. Interesting...
 
Giuseppe Garibaldi, if anything, should lead Italy. I'm very interested in the Uruguayan leader, not so much the rest.
 
If they include Argentina, I hope that it will be lead by Eva Perón. I'm not a very big fan of another Latin militar, we already have Simon Bolivar. Eva Perón would be distinctive enough. Guarani would be nice as well.
I'm not very interested in the other options, especially separatist states like Rio Grande do Sul. How would you deal with Porto Alegre being a city in both Brazil and Rio Grande do Sul civ?
Both Paraguai and Uruguai seem to be very small to be civs, although Montevideo would be a nice cultural city-state in contrast with Buenos Aires.

Well, Eva Perón was extremely influential in Argentina, although I don't know if it matters a lot, she was pretty beautiful :p, I'm just tired of so many men in South America.
Also, Gandhi never really led India.

I think that keeping Porto Alegre as a city in Brazil and not including Rio Grande do Sul as a civ makes a lot of more sense than including Rio Grande do Sul as a civ and removing Porto Alegre as a Brazilian city :p.

Eva Peron would fall on the spot as Gandhi, were they are a very important figure to their country to the point of deserving to led Argentina in the game.
As for other female leader for the continent (specifically in the South Cone) would be Maria la grande of the Tehuelche people

To be frank, Eva Peron is the sensationalist, pop-culture choice - not remotely the best choice, or close to it. Juan Peron himself, or Hipólito Yrigoyen or Juan Martín de Pueyrredón would make FAR superior and solid choices. There is no stated rule that Argentina's Civ leader must, specifically, be female...
 
I don't think South America needs any more civs right now, especially the southern part.

But I agree with Argentina being the best option lead by Eva Peron. Sure she never officially lead and, it's definitely a pop culture choice, but I wouldn't mind at all.
If she hadn't died early I'm pretty sure she would have become an official leader of them anyway.

Plus having "Don't cry for me Argentina" is already a solid quote for her defeat screen. :mischief:
