Story:
South Africa. Prosperous, educated... racially-clean. A testiment to European ingenuity, a new America, a shining jewel amidst the junkyard of Black Africa.
A place worth living in, a peer to Europe itself. British and Boer united, the colonists drove out the savages from those land - savages that would have brought it to ruin, that would have destroyed its greatness. Those savages were moved to Angola. Now the Black Autonomy.
Paul Vranje was not a Hitlerist, he was a Moderate National-Socialist. Unlike Hitlerists, he didn't like unreasonable cruelty against criminals, animals... and savages. The blacks were definitely humanoid, even human, much more so then other primates, but as proven by all scientific tests your average black was much dumber then your average white. As if any tests were needed. Rhodesia was once much richer then even South Africa, but now... now it was ruined. Savages returned to rule there. They ruined that country. Somehow, Paul felt, the Rhodesian leader - Michael Berenton - was to blame. Like all Hitlerists, he resorted to violence and massacres, and not even blacks like that. And so they rebelled.
Luckily, there were Moderates in charge in South Africa for some time now. Sadly, however, Vranje's predecessor, President Richard Telby was, like most uitlanders, a little TOO MODERATE. Angola received in 1990 Autonomy in response to local-scale revolts - revolts which Vranje fought, as a soldier.
His entire unit was annihilated save for him and some others; the new black regime in Rhodesia provided arms and funds, as did the African National Congress, to the Angolan rebels. What they did not take by number they took by gun, and in spite of great valour of the defenders, the huge black horde just kept coming. Many of them lie dead, but with savage yells they would stand up again, and again...
Only Vranje and some others escaped - they held out until the evacuation at their outpost. Vranje, who took command and led the final stand, became a war hero overnight, even though the war was lost (half-lost, actually - Angola only gained autonomy, "home-rule" as it is called). It was this fame that propelled him, heretofore an outsider, to the Party's highest office.
That of the Party Further and Republikspresident. And he had before himself a Problem - the Angolan Question. The blacks in its "regional assembly" were getting restless, as were those in Angola.
Well, they had to go.
Hopefully to Rhodesia. Hopefully of their own will.
And perhaps, Vranje considered, he could get some of those Rhodesians who sympathize with South Africa to replace the blacks as the population of Angola?
Sacrifices would have to be made, compromises, careful negotiations. And if - only IF - it all fails... Well, there are other methods.

A house divided cannot stand. In our lands there are Blacks who want not to live in South Africa. In yours, whites who want to live in a white country, a country where they would feel at home rather then surrounded by foreigners.
I suggest an exchange of populations. Basically, we will allow our blacks to freely migrate into your lands and you will allow your whites to freely migrate into our lands. They will be allowed to move their movable property with them within reasonable limits and will be compensated for their movable property by their former government in money or by their new government in analogous property. This agreement will last for a year, after which it will be subject to re-view and possible pro-longing.
The purpose of this is the prevention of unneeded racial, religious and ethnic strife by the peaceful removal of the discontent elements of the population.
