This the formal treaty betwixt the Western Caliphate and the Holy Roman Empire, as represented by the Electorate of Aquitaine:

1. All hostilities end.
2. The Moslem enclave of Provence will remain Moslem.
3. The Kingdom of Basqueland will remain Basque.
4. In exchange for the Rhone River Delta, the city of Monaco and it's surroundings are given to the Western Caliphate and will be added to the Provence Enclave.
5. In exchange for peace, the Basques will surrender lands by the Elbo River to Barcelona.
6. No state of war shall exist between the Western Caliphate and the Holy Roman Empire for the course of 50 years.

When have the Vandals ever broken their word? Even so, do you have a choice? What do you lose by acknowledging the status quo. If you do not sign this deal, we will continue to raid and pillage. If you do, we will stop. Even if you don't trust us, signing this deal will ensure that you may have peace for some time, even if later Kings prove to be more foolish and less trustworthy than I. What do you lose by acknowledging the status quo?

That said, both I, my ancestors, and my descendants have always and always will treat honestly with your nations. We are Kings of the Vandals - dishonesty is an anathema to us.

Starting location: Capital around modern OTL Turku, in southwestern Finland. The area the Suomi Federation controls the area around this.

Government and religion: Tribal Government, Romuva.
History: The Finnish tribes have for centuries been disunited, lacking any real direction. Finally, however, around year 900 of the Christian calendar, the tribes of southwestern Finland have been united, by conquest or otherwise, under High Chief Kalevi the Bold. Kalevi, born to a tribe in the far southwest of Finland, adopted the Romuva religion of his southern neighbors soon after succeeding to the position of chief. With the zealotry of a recent convert, Kalevi went on to subjugate the rest of the Finnish tribes, crushing a coalition that had been organized against him at the Battle of Lake Näsijärvi in the winter of 902. Kalevi's utilization of light cavalry and horse archers overwhelmed the infantry of the other tribes, and on that frozen lake Kalevi crushed all opposition to his hegemony of southwestern Finland. There do remain some tribes outside of his control, but for now Kalevi must concentrate on consolidating his rule, as his new Suomi Federation is very decentralized, merely being a federation of Finnish tribes. If he is to be able to pass on his legacy to his progeny, he must become a King.

Technically, the Fatamids stared the war. And bit off more than they can chew. And now, like little bully who got beat by his victim, they are going around to gather allies. It is natural that Axum would try to do the same thing.

I feel the best course of action is to let the Fatamids reap what they sowed. Either they make a peace, or they fail to make a peace and fight the war to its end. Intevention would merely lead to another, stupid, all out war, caused merely because a man is too proud to admit temporary defeats.
