At what level of spending will we set the sliders? With the advent of new military technologies, it is becoming possible for us to upgrade units. We already have an alphabet, which allows us to trade technologies. Soon we will have developed the basics of the dramatic art, which will allow us to expend commerce at a national level on entertainment for our citizens. Our treasury is meager, and looks to be declining. Yet I still believe that we should continue to fund scientific research at the greatest possible level.

We have few units, as yet, which ought to be upgraded. The few warrior bands at our disposal can still exhibit prowess in city defense, especially when fortified. Our brave axemen can project a great deal of power; I honestly doubt that we would have lost a war against the Mongols had the situation come to that regrettable end. Overall, there is little need for upgrading units until at least the medieval era.

A small treasury to allow breathing room in negotiations is useful, but I do not see it as entirely necessary at this point. We are currently at rough technological parity with our neighbors. Stored wealth does not buy technology as cheaply as it did in previous Civilization simulations, and may be most useful only when lagging several steps behind technological equality. Furthermore, most deals in money are in a certain amount of cash per turn - an overhead amount we currently lack.

Drama will give us the option of putting on state-sponsored entertainment in each of our cities. For now it would only inspire a few thousand denizens of Boaring Wallow to work. There's little call for an immediate increase in the entertainment slider, although if there are no relgions founded on our continent, we will soon run into difficulties with the happiness of our citizens, considering the fact that we have only silver, gems, whales, wine and incense available on our continent. I recommend that we table the issue of entertainment expenditure from taxes until our principal cities have run up against their happiness limits.

Costs are soon going to erase our meager treasury. Another city or two added to our burgeoning empire will increase our maintenance costs substantially, but will also increase our raw commerce substantially. Our settlement strategy is beyond the scope of this discussion, but we will soon see that the science expenditure of the budget must be reduced to 80%. Nevertheless, there is little, specifically, that we have need for in terms of large amounts of monetary wealth - at this point.

It would appear from the poll on the subject that we have, as a country, decided to go all-out for Taoism. This is a worthy but risky attempt to solve some of our happiness problems. This goal requires every last drop of commerce possible, and as quickly as possible. It would be inappropriate not to fund the race to found Taoism if we will not choose another research path.

We have little occasion to fund military upgrades. Only a few trade options will require large sums of gold and those options lie far off in the future, barring missteps on our part. There is very little call for entertainment expenditure. Thus, we have little justiciation for building up a treasury - and every reason to maximize scientific spending, given our incipient attempt to found Taoism. The strongest choice is to keep our science expenditures at their maximum possible level. Thank you for your consideration.

At some point our slider with start increasing our treasury. If we are faced with a war and we need upgrades we could alwasy vote on a decrease in tech rate to get those upgrades.
 
I agree with Chillaxation that we really need to keep research high if we go for Taoism. We know that other civs (Mali at least) are fairly advanced and we have chosen this route rather than war at the moment. We need a lot of beakers right now to support our chosen path.
 
Keep the science slider as high as possible. If necessary, then let our treasury take a hit to get a technology completed faster.
 
For now, I think the best is max science!
Increasing the culture rate by 10% would be interesting only after BW has built the Theatre and can even grow a bit. In fact BoW should build that Theatre very soon as we have creative trait - double production speed!
