The reason barbarians were so weak is Firaxis changed the way a barbarian spawn setting works in G&K, but forgot to change the value of that setting. This means a 300-turn game on a Huge map in (unmodded) G&K will only spawn about 6 barb camps in the whole game. In GEM I set the barbarian rate back to the normal level from vanilla (up to 1 camp per turn).
Yes, I picked up Honor as my third or fourth policy IIRC, and I've already finished three policy branches about the same time I acquired Iron Working. At first I thought there was a bug because I got two policies on consecutive turns, but then I realized it was due to a massive barbarian invasion.
