Slow performance (City Screen)

Since the patch 1.61, everytime i click for the City Screen, my game slowdown and i can't even rename my city cause it's too slow. Everything run just fine during the game, it is only when i go in any City Screen.

Please help

I have:
Athlon XP 3000+ 64
1024 RAM
GeForce FX5700 ultra 128
winxp pro
Pixel Shader is at 1.1 instead of 2.0

All game settings is set to 'Medium' with all the tips to improve game performance like NoVideo, Low res Texture, No screenshot, single units, Static leaderhead pack, etc etc...

Common issue with 1.61 having mods from a previous version causes this problem. Remove all the mods and see if that clears it up.

I re-install everything, apply the patch, clear the cach, delete CustomAsset in My Games, re-install on a different path and i apply all the fix list things. I still have a slow Frame Rate City Screen. I seriously have no clue, i am playing since 1.0, had some problem, 1.09 fix all my problem, 1.52 no problem at all and now 1.61, same things except the City Screen & it was not and has never been a problem before the patch 1.61.
