Mhh... so this is not a bug, it's a rule of the game..
I think it's a little bit unrealistic; some cities in the real world have or haved names of other cities..
It would get very irritating to have two cities with the same name. This happened very occasionally in Civ 3, and although it wasn't that major a problem I found it very annoying.
"York " with an extra space doesn't work! I called it "American York"
I have fun with cities with the same name and i feel strange that my american settlers know that exists a city called "York" somewhere in my world and decide to name this new colony "NEW York"
