Ottoman ability being related to the god awful modern cultural victory is grim. I don't even understand how this is an advantage for the player. I guess first mover advantage and less need to rely on distant archeology? Maybe their civic tree is cooler.

It reminds me of Sweden in Civ 6. Everyone can participate in a Nobel Prize contest, but Sweden has bonuses towards winning them.
I'm sure the Ottomans will have some inherit bonuses toward excavating artifacts easier.

I also thought of the Sweden parallel. Hopefully something like archeologists with extra moves, quicker digging, or more charges.

That being said, cultural victory in modern is my absolute least favorite victory condition so I'm really non plussed with whatever the Ottomans are.

I don’t really enjoy any of the culture gameplay in VII, but pushing that aside, I think it would be a mistake to give them a unique explorer as this is too close to Great Britain.

Everyone gets Greece's artifacts except the Greeks... Sometimes Civ7 is a bit on the nose.

There is an unused effect for getting relics from civic masteries. I'm pretty sure that's what Iceland will get from its unique civics and they're meant to complete the path with raw culture rather than proselytizing. There is also an unused effect for spreading religion via coastal raiding, in addition to some more unused coastal raiding effects. Would make sense for Iceland as well.

I do think that controlling when a dig site drops and having it near your territory is an advantage, but not if you don't plan for it.

I don't think they will give the Ottomans a unique explorer, considering there are plenty of better options for them. Maybe even give them 2 combat units?

I could see something in their civics tree like this as either a social policy or tradition: Asar-ı Atîka Nizamnamesi.
They could gain influence whenever someone extracts one of their artifacts, or a specific sanction only available to them where they could choose who could extract artifacts?

That it as an interesting point, when considering that Iceland apparently has increased costs for missionaries. It seems plausible that they get some other way to spread their religion to compensate for the increased cost for missionaries.
