Texas was in the middle of a full-fledged war. As of right now, the war was at a stalemate. We had gained some land, but we had lost some land too. And although King Houston wished for a total victory against the Havanans, he knew that if this status quo was maintained, he would be happy, for that would mean he was not losing the war. With both Texas and Havana having defensive UU's, King Houston feared that this war would result in nothing for either side, except for a bunch of dead men...
However, the Military Academy was to be done next turn, which would certainly help the Texans a great deal...
ORDERS:
Finish the Texas Military Academy.
Ugprade Army from Large to Giant.
Upgrade Navy from Large to Giant.
Slow down expansion for this turn, so that more power can be put into the war effort.
Leave our UU, the Texan Imperial Phalanx, fortified and on the defensive along our borders and the coastline, while the regular army commits itself to attacking and defending.
Have 1/2 the navy patrolling our coastlines, have the other 1/2 blockading the Havanan coastline.
Our War Priorities:
Defending our lands and the Havanan lands we currently control is our most important task, and our 1st priority.
Taking back the lands that were ours but were lost to Havanan forces earlier in the war is the 2nd priority, still pretty important.
Invading Havanan lands is the 3rd priority, we should concentrate on keeping what is ours first.
