They're still listed as having a population requirement, but OCC mode seems to remove it. I've built the Grand Temple, National Monument, and the School of Philosophy with only a population 17 capital.

I think part of my difficulty is I chose God-King as it was one of the few, if not only, pantheon that wasn't limited by 1 city.

I think I'll try a OCC Korean science focus and see if it's still difficult.

Wait, I lied. It won't let me build Oxford University. Says I need 1 more national citizen. So I need a population of 18, and it normally requires a population of 55. 18/55 is 32.7% and 33% of 55 is 18.15, so it looks like Gazebo might have made the population requirements for National wonders on OCC 33% of the original rounded down.
