Legalized abortion.

Prereq.: medicine
Cuilture: 1
This wonder will allow the civ to pop rush while only recieving half the "we cannot forget your heavy oppression" penalty factor.

Bismarcks Social security

Prereq: Nationalism
Culture: 3
You can draft citizens without suffering the draft penalty "hell no we won't go".

The (European) Union
Prereq: Fusion
Culture: 6
Every city has an instant free court house. (plus gain of 2 culture per court house per turn)

The EU and the Social Security are intersting wonders... on the other hand legalized abortion is too controversial and does not represent an actual "wonder"...

The same with Universal Suffrage. It isn't a wonder, it is some words on a paper, just like legalised abortion...

EU as it stands here is not very good. EU consists of several nations in economical and labour cooperation, etc.
It would be better to half the chance of cities culture flipping out of your grasp, or something, to better reflect the EU from the real world.

If anything, Federalism should be a corruption fighting wonder. It's less political, and is closer to what your EU idea is trying to represent, even though the EU at this point isn't a federal state and is still largely a weak collection of states.

I think that federalism is really what the Democracy gov't represents. What is the difference betweem the Republics of old and the democracy of the USA. (And to a certain point, the UK?)?

Everyone can vote and federalism.
In my state, Ohio, I vote for city officials, county officials, state officials, and national officials.

Don't the Brits vote for city officials, county officials, and national officials (and I'm vaguely familiar with country governance such as the Scotish Parliment)?
