My point is the vast majority of NPCs, even those at war, would rather just blow terrorists up and risk being singled out, like Denmark is going to be. Expect a LOT of rebellions in the near future, cockbite. Even the radical NPCs abhor terrorists under 95% of all circumstances.

The most I've done to (for example) Alaska is place one base there. That's hardly reprehensible. I've even been avoiding commiting terrorism in it. But no, it'd rather just blow up my base than give me $15 and send me on my way.
