Sound problems and running slowly on windows 7

Apologies if this issue has already been covered somewhere, I did my best to search and couldn't find anything.

I'm running BTW 3.17 on a windows 7 32 bit machine with 4 GB RAM, 2.3GHz AMD Turion Dual-Core Mobile processor, ATI Mobility Radeon HD 4570 graphics card with 512 MB memory. Should be more than enough for it to run perfectly at full graphics but it runs slowly and sound is really jumpy. I like to listen to internet radio but if I have it on while playing civ it keeps stopping, jumping and cutting in and out so it sort of sounds like its coming from underwater

the graphics driver likely has an update (its 3 months old and the windows 7 drivers are still evolving - check the ati amd site) - the sound driver from realtek is a year old and there *might* also be an update available - check their site.
Is there a specific instance in which it slows down?
