I wanted to have regions in conflict, so Assyria/Babylon/Summer for instance, would have long conflicts amongst themselves rather than expand.
Babylon has changed hands 8 times, Akkad and the Kassites less often, but Summer/Assyria have grown big and fallen back very much as i had hoped, rather than super power arise to quick, to view: retire from game and view replay.
