Specialists: Police doesn`t work ??

Hi

I found out that in some of my cities the police specialists had absolutely no effect on waste or corruption even if I had 10 of them.
Can anyone explain me why they don`t work?

i have no idea why, whenever i use policemen they take away 1 corruption and one wasted shield.

If the city is completely corrupt (so that it is limited only by the 90% cap), policemen often will not help.

excuse my stupid question, but what do you mean with 90 % cap ?

Corruption is based on the number of cities and distance from the capital. If you have a lot of cities the cities furtherest from the capital could have corruption up around the 200% mark, but the maximum corruption is capped at 90%.

Policeman specialists affect the true corruption rank (I believe reduce it by 10%) so if the city in question was 200% it would show as 90% corrupt. So with 10 policeman it would be 100% corrupt thus would still show at 90%.

These are only my opinions, I've only recently gotten access to Conquests and haven't progressed in a game long enough to get the policemen tech. I've been spoiled by playing SG's and quickly lose interest in any game I start by about 0 AD and usually start a new one instead of continuing on when I next start up Civ.

Well, technically it depends on the number of cities to the capital than the particular city is. In C3C, in case of a tie, the older city is ranked highest.
