Spore has very high, user-level customability in terms of eye-candy. Civ modding usually requires programming skills, except for Civ3 and I think Civ2. Civ modding allows better games rules controls, as well as eye-candy control if you have a 3D artist in your modding group.

Spore has a civilization emulator, but it's very weak compared to about all versions of Civ (even Civ1).
Spore has some "ok" game design but it's very weak compared to amount of game design that went into the Civilization series.

Personally, I thought that Spore was fairly easily compared to Civ. Before you think "This guy is an idiot" (which I will not refute), consider that, while yes, the graphics and whatnot are vastly superior in Civ, Spore is more intended to have the Civ-style development throughout the game, with different aspects separated into the stages of evolution. The way I believe the developers of Spore fell a bit short of the game's potential, however, is that Spore should have had far more in-depth detail at each stage, making the stages individually comparable to Civ and thereby making the game as a whole a real rival to the Civ series. I personally like Civ better, but I also think Spore deserves a bit more in the way of credit than we are giving it here. It could have been better, yes, but let's be honest: We're spoiled with Civ already

I agree that Spore is incomparable to the Civ series. spore utterly failed to reach my expectations, which I admit were not very high. A comparison of Thrive and Civ however...
