Spreading non-state religion during theocracy

I was playing Qin Shi Huang and had founded Confucianism and Taoism (and had prophets found holy shrines for both). Had switched to Confucian Theocracy from Organised Confucianism. Taoist missionary was still able to spread Taoism in my own city. Not sure if this a bug or feature. This is in patch 1.0.9.
