Time Magazine (1943-01-04). Time had previously named Stalin Man of the Year for the year 1939.

IIRC, Time Magazine debated naming Osama man of the year in 2001, no?

"Man of the year" is given to someone based on the impact they have had on the world that year - not on whether that impact is good or bad.

Hitler won the title as well. Being influential is not the same thing as being good. There is nothing great about a man who may have killed upwards of 50 million people, while oppressing the rest.

Hitler was singled out as "Man of the Year" in 1938, Stalin in 39. Obvioulsy Time had a thing for bloody dictators at the time. Otoh, these weren't such strange choises considering, as already said, the title is conferred based on influence, never mind if it is for the good or for the bad.
