The Chinese Emperor was pleased at his subjects and yet very displeased with the circumstances that have befallen his kingdom. The people were happy, a result of sound economic decisions taken by the Emperor at the urging of his advisors. However, events beyond the middle kingdom's borders concerned him. Various tribes wandered out amid the undiscovered countryside and preyed on hapless Chinese Settlers. This had to stop. From now on the army would accompany all excursions outside territory held by the Emperor.

Send settlers to the north, south, east and west, escorted by 100 men each, destroy all barbarians that refuse either peace or assimilations, but be sure to try peaceful means first.
