I've received academia's PM about the 'illegal' techs he obtained from the neutrals. As far as I recall, the Neutrals don't really have anything they would not offer or is not researchable by the main races. At this early stage, I don't think the Klingons could have got much additional mileage from choosing what techs to obtain. Now if the Klingons got techs from the Feds or Roms that would be different.

Germanos, as it was a honest mistake on Academia's part and not of any significance, I say lets just continue.

Two major things happened in the Federation:

A law was passed that prohibits tech-trade with the neutrals. This is because any tech will most likely move on to the Klingons, since they are no doubt on equal technological level as the Neutrals, and thus will not suffer from any restrictions in tech-trade that the Federation has.
If the Klingons want Federation Techs, they know where to find us.

Secondly, the Federation Counsel on Earth has Abolished Money alltogether, causing great happyness among Federation citizens. The Federation will be much easier to govern now. To the surprise of Federation high Officials, Happiness on Earth was triple that of the other planets, while economists had predicted equal effects throughout the Federation. When people are done celebrating, some scientists might investigate the matter.
