Normaly every civilization gets two free technologys. If you choose a civilization with any technology and the wheel this is correct. If you choose a civilization with two starting technologies other then the wheel you get these two and the wheel, so three in total.
Reproducing the bug:
1. Load the game.
2. Choose a single player game.
3. Select e.g America (fishing & agriculture) and check the technology tree: They have the wheel as well. Choose Arabia (mysticism & wheel) and check the technology tree: They have only these two.

Or is this a feature?

It's a feature.
When playing lowest level, you get two extra techs. On chieftain you get
one extra and sometimes on Warlord (playing archipello map). Don't know
exactly the arrangement.
 
I jumped straight in at noble so I don't know if you get extra techs at the lower levels, but it sounds plausible. I do know that I've never got a free tech in any of my games, and none of the civs I've played start with the wheel. There might still be a slight bug though if it is supposed to be giving a free tech and is always giving the wheel regardless of whether the civ already has it.
 
You always get 2 starting technologies, on any difficulty level. The imbalance 3 versus 2 starting technologys just happens on the three lowest levels.
