What can be said about Chimu Capac as a person? He was a tall and proud man, with determination to bring his country to farther greatness always in his eyes. Dark skin aside, he seemed to be a perfectly ordinary 19th century European monarch or general (or both), a standard as set by the Russian Tsars. He had short hair and often wore the light blue Incan uniform. He was a combination between a political intriguer and a skilled field commander. Often did he lead the Incan army to battles, a factor which raised morale greatly. I myself saw him several times. And always, it could be seen in his eyes that he was a patriot above all. Nevertheless, he was a patriot within limits. He welcomed the spread of western culture into the Incan Empire. Though he himself worshipped the Sun God, he was very tolerant of all religions and ethnicities, as long as they did not act against the Incan Empire. And though since the Great Inca Apacimuc (read chapter sixteen), missionaries and priests were allowed to exist, but forced to coexist, only now were the pagan priests stood up to by a westernizer emperor (indeed, Chimu Capac was quite similar to Russias Peter I in that regard), and only now did the missionaries cease hiding in the mountains. Overall, I should say that Chimu Capacs natural tolerance and patriotism drove the Incan Empire to new military triumphs for the first time in half a century.

We would like to ask you not to accept the Rio de Janeiro offer. The reasons, apart from the need for our solidarity, and the fact that the people there are Iberians, distant relatives of the same Spaniards who tried to wipe you out, is the fact that it will be a one-sided deal. What can you do for Rio de Janeiro? A lot. What can it do for you? Not much, if anything at all.

What is all the fuzz with allying with the Aztec Empire about? We made no moves at all that would directly threaten you or your interests.
Orders (*[!secret!]*):
- Encourage the spread of western culture and customs, as long as it does not threaten to remove the general influence of our own native culture.
- Continue project (2/4). Sacrifice an economy level into it (4/4). Finish it (done!).
- Ask the moderator shouldnt I have gotten a few extra economies from the Guyannas cities (and Recife). At least one level
- Start secretly increasing our cultural influence in Rio de Janeiro. What we are going to do is perhaps one of the first propaganda campaigns in history. Unfortunately for itself, Rio de Janeiro is a republic, thus free press. Our agents will establish several pro-Incan, anti-war and South American Continentalist newspapers in all the major cities. Thus if a war comes, the local government will not have the wholehearted support of all of the population. Remember, all of our agents must not have any connections at all with the Empire. They are all to pretend to be locals, with local names and appearances and dont forget to pick the people for the job amongst our sympathizers in Recife.
- Continue to bring our military training up to European standards (btw the training will also involve using de Janeiro uniforms and weapons). Create a special elite artillery unit. Direct our research towards mortars as a form of mobile infantry-artillery.
- Grow culture.
- Grow army (artillery).
- Invite foreign advisors, but keep some local ones as well.
- Our famous Incan work units are to be reorganized. Though most will remain in agriculture, many will help develop our industry instead. Industrial development will be controlled strictly by the emperor.
- Say goodbye to the Ottoman Empire you know, just in case.
