-they will all be checked that they do not have any mental illness of any sort
-the cataphracts from now on will not be paid from land, but in coin
-all equipment will be STANDARIZED
Govenment Reform
-All promotions from now on will be based on the officials skills, not if he's a member of wealthy family or has high friends
-New officials will take an oath never to plot treason or corrupt from the govenmen't coffers
-cases including severe punishment like beheading or generaly the criminal being executed, must have permission from Constantinople before executing them
-faliure to observe the commands of the Emperor will result in automative death
