The LAW of emperor Alexander II

Alexander II was not sure wether his predecessor, Alexander I, had made a mistake giving autonomy to the Slavs. But the road had been chocen, now it would be seen what would happen when that road would be followed through, as he intented to do.

Alexander II had an idea.

"Imperial Federation" as a form of government. Emperor as the sole ruler of the entire empire, with empire divided into smaller sections, each having their own senate. Even the city of Byzantine itself (and it's surrounding areas) would have it's own senate. Alltogether seven senates, to rule seven different sections of the nation. Each autonomious section would have their own constitution that was just like the one presented to the Slavs (see earlier documentation on that a few pages earlier).

And that wasn't even all. What Alexander had in his mind was brand new:

An Imperial Parliament. 65 seats.

Each senate would send certain amount of parliament members to represent their autonomious province. Parliament would gather 4 times a year (more if there would be a crisis situation) to think about the outlines of the federation. They would work as the emperor's advisor, who would, in the end, have a veto right to everything.

The 65 seats were divided in the following way:

Province of Byzantine - 25 seats
Province of Macedonia - 10 seats
Province of Turkey - 8 seats
Province of Greece - 8 seats
Province of Troy - 6 seats
Province of Slavland - 5 seats
Province of Thracia - 3 seats

And so, the empire of Byzantine had been divided into seven different autonomious province, with one emperor to rule them all. This was the LAW of emperor Alexander II.

Below is a map drawn either by the emperor himself or someone close to him. This document was found by archeologists in the early 20th century:

Yes. In my next story, a Thracian halfling ends up finding the Emperor, and that starts a great journey, ending not until the emperor is thrown to the flames of Mount Doom.
 
added 2 economy points to your Y economy number (remember "Econ level X/Y/Z), Finmaster. Sorry about that. But I hope you don't expect to be getting 2 from each province every single turn. That would just be ludicrous in game terms and would make you too rich too fast :)

I was hoping that.. but oh well, I'll be happy just to get it this one time.. I just wanted them to repay from their terrible crimes against Holy Imperial Trading ;)
 
Byzantine orders:
-grow army with 2 spending points. I want men from all parts of the country equally, so that if a rebellion came, 50 % of my soldiers wouldn't be from that area!
-adapt the LAW of emperor Alexander II.
-start a new project, "the great ports of Byzantium", +5 navy, +1 economy.
-EDIT: almost forgot.. upgrade everything to iron age ;)

I now have all orders. I'm beginning update. It will be done, hopefully, late tonight - if not, then tomorrow morning.
I will include the deadline for orders at the end of the update, as usual. However, from now on, when I set a deadline, that is the deadline. If you wait and wait and don't get orders in by then, too bad for you, your nation will suffer. Because it really is unfair for people who took the time to get them done (which shouldn't take that long in the first place - I mean roughly 15 minutes should be the max time it takes for average orders to get done, unless they're really, really, really specific) earlier to have to wait that extra day or two for procrastinators.
So I will be updating offline throughout the afternoon, and by tonight the update - including stats - should be done.
And remember: get orders in on time. I will no longer extend deadlines so that procrastinators can procrastinate a little bit more. Even if you don't write a story, at least get those orders done.

Update10 - 1500 BCE

The Byzantine aristocracy across the Byzantine Imperium has calmed down and ended threats of revolt after the Emperor gave autonomy and parliaments to all the provinces in exchange for payments from each of the provinces that had recently gained new autonomy.
BYZANTIUM: +6 economy points

Refusing to surrender to the demands of the “barbaric” Slavs, the Dacian Emperor has sent the loyalist troops – only about half the Dacian Imperial Army – to fight the rebel troops and provinces.
Their success is varying, but it seems that no matter what advantages they may gain at first, the Slavs will persevere.
In the Serbian provinces, the rebel troops and locals work together to sabotage and defeat the Dacian army. Near the settlement of Belgrade, the first large battle of the conflict is fought. Both sides take big casualty counts, but the Serbs manage to push the Dacians out of Serbia nevertheless, the locals picking up their fallen comrades’ arms and picking off remnants of the Dacian Army.
In “East Slovakia”, the troops encounter lighter resistance than in Serbia. However, that doesn’t really say much since most of the Imperial Army was sent to Serbia than East Slovakia and Galicia put together. Nevertheless, the Dacians have had more success in East Slovakia than in Serbia, taking back some of the land that the East Slovaks claim. It is unknown whether Slovakia will risk war with Dacia to bring its “eastern brothers” into their fold. If they invade and occupy East Slovakia, it would surely boost their influence amongst the Slavs of the region as well as their economic strength, provided that the Dacian Empire falls apart due to success of the rebellions in Galicia and Serbia. If the Dacian Empire does withstand the turmoil somehow, however, Slovakia may end up being taken over by a resurgent and vengeful Dacian army.
In Galicia, the troops were even fewer than in East Slovakia, and there were even less Galician soldiers to fight battles with. However, the Dacians began repression and killed most of the leaders of the Galician rebellion. Unfortunately for Dacia, most of the killed rebels were actually the leaders of the moderate faction, who were willing to accept Dacian rule with some self-government rather than outright secession. Now, Galicia is not only provided with martyrs for the cause, but there are few people remaining who are determined to negotiation with the Emperor.
Of course Dacia is not only hit militarily but also financially by the Slavic Rebellions. Income has always been greater from the taxes from the Slavic provinces, since the Dacian Emperors always discriminated against the Slavic nobility and peasants in terms of any and all kind of policy. Loss of stable income from these provinces has caused a huge economic downturn in Dacia.

The “Baalist Plague” as it has been called by Babylonian Zoroastrians has taken one last sweep of death in Babylonia, these victims being in the western frontiers of the country.
In Israel also the plague is ending. Fewer deaths occurred than in Babylonia, however. And very few Israelites have turned to Zoroastrianism.
The Kingdom of the Mamelukes continues to feel the full ravage of the plague. Disease spreads quickly as the corpses of those who had already succumbed are so many on the streets that none of the volunteer cleanup groups can get rid of all of them before they spread the plague. About 25% of the country’s population has died in this sweep of death.
BABYLONONIA: -400 people

Though the Baalist Plague is ending its death toll over Babylononia and Israel, the Arabs are clearly not cutting the people of the two countries any slack. Their attack along the south of both countries continues. The Arabs were smart not to cross the border into Mameluke, however, after beating out of locals the truth that the plague is literally killing the Kingdom and immediate invasion would only result in the deaths of the Arab marauders.
BABYLONONIA: -400 troops

In the Perthian Empire, some of the nobility is demanding creation of a Senate with laws set up for the aristocracy and Emperor to rule more democratically together. Despite efforts by some people on the eastern frontiers of the Perthian Empire, now borderland with the Australian Commonwealth, none of the “aristo-democrats” looks in favor upon discussions about possible joining with the Commonwealth. Though they admit they are grateful for the idea of the democratic system that came out of Brisbane, the Perthians are not looking to be ruled from Brisbane.

Portuguese troops have been sent into Morocco to quell the dissent. In Tangiers, the army got rid of the leading bandits who were attacking Portuguese people. After those proto-insurrectionists were defeated, the Portuguese quickly set about building up infrastructure in hopes of gaining the confidence and trust of the Berbers. In northern Morocco, this campaign has been most successful.
However, the convoys going toward the city of Fez to gain control of it were constantly attacked by Berber marauders. A sandstorm just north of Fez did not help at all, and the Portuguese troops who survived these several ordeals have been stopped several miles north of the city.
In Fez, meanwhile, a government has been established – the Sultanate of Fez. The Fez Sultan has quickly gained confidence of many Berbers in his mission to drive the Europeans from the holy lands of the Berbers forever. The army of Fez is quite sizeable due to many Berber volunteers and has gained control of southern Morocco.

In another sudden twist of Irish government policy, the King has called into session a Parliament. Though the Clans and nobles are satisfied with the return of their clout in governing Eire, many are beginning to consider whether the Faolan Clan is still fit to rule the entire Empire. After all, suddenly go to Despotism and then switch immediately back to a council-style government? Have the Faolan royals gone mad all at once?
EIRE: If there were a Stability stat, it would drop by at least 1 level. As there isn’t, then Confidence drops by 1 level.

The Illini have managed to retake some of the land from the Sioux attackers. The Sioux, however, inflicted many casualties upon the Army, and the High Saints, who, while trained to hate and kill ethnic Iroquois, have no actual hard feelings against the Sioux, and thus hardly cared to fight the Sioux. The government tried to re-train the High Saints, but so few of the High Saints were successfully retrained to hate the Sioux as well that it’s still for all practical purposes anti-Iroquois only.
No battles have occurred in the East, surprisingly. Could the Iroquois-Toronto and Iroquois-Iroquois be plotting together to liberate ravaged Michigan?
ILLINOIS: -250 High Saints; -1,600 troops

Bulgars cross by the thousands into the lands of eastern Muscovy and northern Kiev. The crossings were relatively peaceful, but the Muscovite and Kievan farmers and peasants looked on wearily, frightened of these strange-looking newcomers. The Bulgars don’t seem to be planning on settling down permanently in either of the two countries, as they continue to live in makeshift huts made of animal skins.
MUSCOVY: +2,400 population
KIEV: +800 population

Magyars begin to attack borderland Crimean settlements, inspiring terror amongst the Crimean peasantry and sending hundreds away from the frontier back into the peninsula.

Malagasy continues to stabilize itself after the Beira war ended. The Emperor gains more trust among the people and the dynasty is glorious as ever due to belief that it is only iron-fisted rule that can keep the country together.

Toteone, your UU has not retrained into anti-Sioux in addition to being anti-Iroquois because you originally described their function as only killing Iroquois, not everyone who may/is an enemy of Illinois. Realistically, like you said in your orders, now that they have the mentality, it would be adaptable. But I won’t change their function now, because if I would, then I would have to make it so that UUs can be changed at literally any time and any moment for everyone, and I won’t do that. So you will have to wait until you get Iron Age to get a new UU, which isn’t that far off, anyway – maybe 1 or 2 turns at most.

Update will be on Saturday. Orders are due Saturday morning, by 11:00 AM Central Time Zone – US. After that time, I will no longer accept orders and/or order-changes, since I will be doing the update offline throughout the day. Get orders in or else your country will suffer some kind of consequences. I will not push back the deadline for procrastinators – if it happens that I am busy that day, the deadline will still be the same but the update will probably not even be posted until the next day.

The leaders of all of the 12 tribes, as well as commoners from all over the country, were present on this great day. They were witnessing the first coronation of an Israelite king since the days of David. With the Arabs pushing in from the south a new monarch was necessary. They watched as the Kohane Gadol (High Priest) anointed Solomon with oil before placing the crown of Israel on his head. A great feeling of pride swelled in the hearts as the people witnessed the golden crown being placed on a someone's head for the first time in so many years. After the ceremony the newly crowned King arose to address the assembled crowd, "On this day the monarchy has been restored. But, in this time, our people have learned the benefits that a government of assmbled nobles can provide. As such, the council of the Knesset will be found. This council will consist of the leader of each tribe as well as the Kohane Gadol. The Knesset will meat in the Palace twice a year and in emergancies to discuss vital issues. I reserve the right to vetoe all decisions unless overruled by a 3 quarters vote including the Kohane Gadol. The first meating will begin at sunrise tommorow morning."
The next morning all of the tribal leaders met at sunrise, as appointed, to discuss vital issues. All present knew that meant discussing what to do about the Arab threat. As the meating started the Kohane Gadol made an offering and began the discussion. By the end of the day the leaders had agreed that a stronger military was needed, including an elite force of Macabees, as well as a symbol of power. besides these rather obvious decisions, the council decided to offer the warlords seats in the Knesset with them in exchange for an end to the violence, a joining of the Arab land to Israel's, and the leaders converting to Judaism. The leaders would also be given 10 concubines each as well as 20 slaves, but both would have to be treated according to the faiths laws. When approanhed with these radical ideas, the new king eagerly accepted them and sent an ambassador to each of the tribes along with an immediate gift of 4 concubines and 10 slaves.
