The Zairians, Malagasians, and Ethiopians are already there, it's their backyard, so to speak, so they know more about the area, and have troops and settlers nearby ready to annex the non-claimed areas.
So even if you get your troops and settlers prepared to basically bum-rush the area, it's very realistically possible that the regional powers that are closer will have already taken it by the time your settlers get there.
