King Vilhelm III had announced that the Netherlands need to secure their homeland, their colonies and enlarge their share of colonies in the world and thereby increase their economy. Vilhelm III had formed a suggestion of what should be done in the next 5 years or so.
Accepted in the parliament was the following proposition for the future of the Netherlands:
The 5-year plan
1. Declare full neutrality in european issues and in all other ways possible secure the homeland safety.
2. Set up more trade-routes
3. Enlarge the colonies in south-east asia
4. Set up colonies in Africa
5. Secure the colonies allready in dutch posession.
6. Avoid war with european nations.
The recently formed neutrality act fall under solving point 1 and 6. Setting up trade with Portugal and approaching Belgium in trade-issues fall under point 2.
Now points 3-5 have to be solved and points 1 and 6 need more attention.
King Vilhelm III immediately ordered his General and Admirals to work and soon the navy set sail, thousands of soldiers loaded aboard.
Destination: Africa and Asia

-keep 10,000 men and 1/3 of navy at home defending against anything
