It could be as simple as something like the Civ3 alliance - but, perhaps, the federated 'nation' will no longer build anything but defensive and city or fortress bound units - a percentage of the budget goes to the players civ. Diplomacy, also, would become the player's responsibility.
I would, however, like something more developed... That's just off the top of my head
Well, there will be a "permanent alliance" in Civ4 where you share wonder benefits among other things. We don't know how exactly it will work; i.e. how does the superstate decide to go to war against someone?
Yes the permanent alliance will be good, but will not change dynamically in game.
The federal alliance/vassal/civil war thing is something that we've been crying out for a long time. Hopefully the SDK will allow us to customise it in such ways.
A permanent alliance sounds like a marriage engagement. Either you go all the way or you end the relationship, but you don't stay in that state indefinitely. So, actually, a permanent alliance should be anything but. There's no such thing nor should there be such a thing as a real permanent alliance.
