Suggest-an-improvement or Wonder (Great or small)

Observatory Improvement. Increases science (I'm not sure by how much)
Hubble Space Telescope Great wonder. Puts an observatory in every city on the same continent/
Peace Tower Small wonder. Allows changes in government type without revolution (and we should get rid of that nonsense about religious civs not having revolutions)
 
small wonders or just expensive city improvements, based on terrain resourses
two gems in you city borders well you can buid a diamaond district or center
3or 4 major gem monoply
1 or 2 furs fur trading post, 2 or 3 hudson river trading company
spices durch east india company or maybe the cordon blue cooking school
got 3 or more cattle well lucky you a meat packing plant is in your future
got a mix or furs game and cattle , a furrier shop and tannery or leather goods

the list goes on(whaling trade, fishing docks, gold mine/ trade/jewely store) but the idea is that you can't build these things in every city they are higher end improvement on the cathedral side of pricing with neato results
 
improvement required to build units. haven't build a stable, no kights,cavalry etc.
amoury required for cannons, naval yard for advanced ships, in masters of magic this resulted in a combined arms coordination that I haven't seen yet (but i don't play to many games)
 
Here are ideas to improve existing wonders:

1) The Oracle - only expires with education (educated people no longer believe in prohecies)

2) Manhattan Project - Produces a tactical nuke every 5 turns (What's a nuke-making project if it doesn't produce nukes?!). Obsolete with Integrated Missile Defence.

3) Shakespeare's Theatre - change current effects to providing a collosseum in every city on continent. Entertainment for all.

4) Great Wall - Other than the current benefits, should also allows walls to become obsolete only after your cities grow past size 12 (A great wall should be able to hold in more people ;)). Maybe shift back the date of obsoletion a bit.

5) Longevity - available with Sanitation, since improved hygiene conditions resulted in longer lives.

6) SETI Programme - Instead of doubling research output, gives two free advances. Let's just pretend you got them from aliens. :p

7) Cure for Cancer - Effects improved to +2 happy faces per city.

Comments on earlier suggestions:
I really liked the Emancipation Proclamation one, it makes sense.
As for the Connect to Internet one, I think its name should be changed to Hacker's Network. Same effects. ;)
 
National Institute for diplomacy - small wonder. Requires : Nationalism.

Help to "clean" your reputation. :)
I really feel necessary to exist something in that direction ( because now, after your reputation is down to a such level I see no way to enhance it back ... )

I know what you're thinking--Hyundai is a just-barely-above-mediocre car company. You're right. It's also a top-quality shipbuilding company that produces massive, high-quality commercial ships in record time. And all sorts of other crap. Their shipyard is one of the biggest in the world.

The newspaper
- Initiates brainwashing to decrease war weariness for a certain amount of cash derived from the population. The effectiveness will be bound to the amount of schools, libraries and universities, how religious your nation will be and your government type.

Needs: printing press
 
Great wonder : Road network (construction)
Effects : Faster roads (5 instead of 3) and all cities on continent linked
It would be a really important wonder
Obsolete : steam power (you don't need it then)

I wouldn't call it the Road Network, tho, and I'd get rid of the "all cities on continent linked". I'd probably call it the Via Appia (Appian Way), one of the great roads of the Roman Empire (the first one, in fact, designed by the engineer and consul Claudius Appius)

none state owned newspapers/media would promote war weariness because of journalist going into war zones and reporting the nasty side of war....

Secret police center - small wonder makes war weariness zero and reduces chance of revolution/civil disorder (assuming rebellions happen in Civ 4)
 
Good thread this...these are just ideas, so feel free to tweak them!

New espionage option: Pirate Radio - A precursor to incite revolution, the spy could make a pirate radio station in a rival city.

New Modern city improvement: Stadium. Increases happiness by x amount, and raises more funds by x amount, dependant on population (ticket sales)

New unit: Fighting Slaves. Maken then very cheap, and depended on that city's DIRECT resources give them different weapons, and therefore different A/D. Also if they see too many of their comrades lose in battle, they will revolt, and join the city they are attacking?

New Great Wonder: Statue of Zeus. This is one of the real wonders of the ancient world. It could be different in that because it was built of ivory and gold, you need ivory resource to build it, and it has to be part paid for in gold? It would obvious be a income-improving Wonder...not sure how yet...

Also, maybe replace the Oracle with The Temple of Artemis, another real wonder, maybe counting as a temple in all cities...

And how about this? The Mausoleum of Halicarnassus, another real wonder, another money spinning wonder, which grows in power the more troops of yours that die in battle?

I think you misunderstand how radio works. Every "pirate" radio station is operated by domestic people. If a foreign power wants to, it can quite easily broadcast to your nation from a few thousand miles away using longwave radio frequencies. That's how radio stations such as VOM and the BBC world service work.

Zeu, Artemis and the Maussoleum are already in the game by the way, at least in conquests. And why drop the Oracle? It's too cool to drop.

Statue: Is a Tourist Attraction, so produces $$$. Also produces Ancient Cavalry (3.3.2, I beleive). And it does require Ivory.
You were right on the money with Temple of Artemis. It's exactly as in C3C. Obsolete with Education.
Mausoleum of Mausollos (which is the same thing) produces $$$ (it's a tourist attraction) and reduces unhappiness in the city it's built. Your idea of having an increase of effect from units that die in battle is interesting though, but it would seem to favor warmongers...

National Training Center: Small Wonder
Requires: Military Academy, Motorized Transportation
Produces an Army every twenty turns.

Modification on other idea: Eugenics: Small Wonder
Required tech and gov: Monarchy, government must be Monarchy or Fascism
Citizens produce +2 of food, shields, and commerce. Takes x2 food to make a new citizen. Rendered obsolete when United Nations is built.

Propaganda Film: Improvement
Required tech: Replaceable Parts (for lack of a better tech)
Reduces war weariness in the city by 1/2.
 
Central Bank: Small Wonder
Required Tech: Economics
Gives 5% interest to the money in the National Treasury, increases the effectiveness of banks.

Adam Smith's Trading Company:
Scrap this wonder and replace it with two or three different ones. This wonder, in my opinion, is too powerful as it provides a tremendous boost of hundreds of gold a turn due to all of the maintenance savings. This allows for much greater research and purchasing power to one civilization. In my opinion, that makes the game too unbalanced.

National Stock Exchange: Small Wonder
Required Tech: Equity Markets (follows the corporation)
Replaces Wall Street wonder. Improves the effectiveness of stock exchanges, reduces the maintenance costs of exchanges. Makes it cheaper to build corporations (a new improvement I will suggest). Stock markets will now require researching Equity Markets.

Louis Pasture's Laboratory: Great Wonder
Required Tech: Scientific Method
Adds additional science to the civilization by creating new science production per turn to the equivalent of 5% of the commerce of each city.

National War Memorial: Small Wonder
Required Tech: Nationalism
Reduces war weariness, reduces the effects of drafting citizens, reduces the impact of propaganda. Effects are doubled under fascist and communist governments.

Regional Great Religious Wonders: (example: St. Peter's Basilica)
Required Tech: Regional specific tech that follows Theology
Makes it easier to produce religious buildings, halves the maintenance of Cathedrals or their regional equivalent (Mosques, etc). Reduces the number of turns in anarchy between government changes to a maximum of 3. Doubles the cultural effect of religious buildings. Effects are negated by Despotism and Communism. The tech would also allow nations to have religious citizens (priests, etc.) who would provide 1 happiness and reduce the impact of propaganda. You will now require the region specific religious tech to build cathedrals and their equivalent.

Corporation:
Required Tech: The Corporation
Increases the commercial and industrial production of a city by 25%.

Lumber Mill:
Required Tech: Milling (follows Feudalism maybe)
Increases the shield and commerce production of forests by 1.

Commerical Farms:
Required Tech: Commerical Agriculture (either late middle-ages or early industrial ages)
Improves food production of all irrigated tiles by 1, improves food production of all terrain with cattle, grain, bananas, and tobacco by 1, increases commerce production of irrigated tiles by one. Not available under communist, despot, or fascist governments.

Shipyard:
Required Tech: Modern Shipbuilding (after computers)
Grants an extra HP to all ships produced in that city (can now achieve level 6 at elite), makes it easier to produce ships.

Radio Station:
Required Tech: Radio
Makes cities more resistant to propaganda, reduces war weariness, increases happiness.

You're right, but my point isn't this only road, but all of them, and I was close to say all cities linked because of the naval network, but I think it would have been to powerful. And there was a LOT of roads in the Roman empire. And they're still here. The reason why I say all cities on continent linked (to the commercialnetwork, I mean) is because Rome's road system linked EVERY city to Rome. But it's true the Via Appia is a more interresting name than mine.
 
The Grand Canal: Produces a fifty hex-side river beginning at the city possessing it, along a route of your choice. Cannot go along a hex side where one bordering hex is salt water or both sides are mountains; if one side is a lake it jumps over it. The city where it starts gets +5 commerce and +1 food; all others along its route get + 1 commerce and +1 food.

with so many "happy wonders", an unhappy would be usefull, also targetting the insane corruption.

Required tech: The Corporation
No ending in it's efects
it represents a way of the public sector (you) giving money to your industries, higheirng your industrial output!!!
