The Italian culture UHV could be too easy, I can do it just with wonders and the culture slider, no GA needed. Maybe require 4 cities instead of 3? So the player is pushed to either get Rome or Naples, or settle Croatia, or conquer Lybia (or France)?

Also AI is quite generous in gifting cities it seems. I was gifted Rome by Germans, Naples by Spain and then Marseilles and Lyon by Poland. Though it could be caused by my tremendous culture.
 
Yeah, the AI tends to gift cities where culture pressure is high enough to cause unrest (unless it hates the recipient). Perhaps that logic is not fully aligned with DoC culture rules though. Do you think these cities were actually close to flipping?

Another thing to do with Italy is to dial down their culture modifier. It would help both with ahistorical culture pressure on their neighbours and with the UHV difficulty.

Can you still do the other UHVs though? You will need to be advanced tech wise to conquer the Mediterranean Coast.

For congresses, would it be possible to add some sort of alert the turn before over which cities will be disputed, so that the player can look them up before deciding?
 
It would be difficult I think.

If this is not feasible, could we have the option to look at the cities that are proposed in the turn of the congress, e.g. a button next to the city name that centers the map on the respective city?
 
Oh, I thought you meant inspect as in opening the city screen. That would be the difficult part. The game should already focus the camera on the currently proposed city. Is that not the case?
 
That's the case when one of your cities is asked for, but I've been unclear. I was thinking of highlighting the cities that are proposed to you, maybe as markers on the map or just as a text alert with a list.
 
You mean when you select the cities to demand? How would a text alert help?
 
From my point of view the problem is that I frequently do not know how all proposed cities look like. I have a few in mind that I would like to get, but beyond that there are frequently a few cities where I do not know either the (exact) position and/or current shape. If those could be checked before making a choice it would greatly help in making said choice.

To get an idea of the current situation e.g. the mentioned turn ahead information, to check on the cities the turn before the congress, or centering the screen on them while in the congress popup would help.

The cities are determined as the congress progresses and doing so one turn ahead only creates a lot of complications e.g. owner changing etc. I am also not clear how the camera could center on a set of cities.

Is it possible to do an "are you sure?" prompt with events?

For me even mentioning a continent would be useful. The same Italian game that I have mentioned before a congress offered me among other cities three colonization spots that looked all the same to me, some random names. If I am not mistaken one was Serra and it rang no bell. I have later googled and it seems to be a city in Brazil?

The wonders one for sure, I think it is not hard either, but it is at least a bit tricky as I like to build them in proper cities.

As for the coast - I did not try that, but after the golden age there are plenty of turns. Also the southern Italian city and then Tunis culture flipped to me.

I wonder if it possible to get the 3rd UHV by just maxing out the culture slider.

I do not think they were that close to flipping. Maybe Rome was. But surely not Lyon. Maybe AI compares its culture vs mine, but doesn't take into account the previous owner culture? That would be independent -> HRE -> Italy for Rome or France -> Poland -> Italy for Lyon.
 
When founding Sao Paulo as France, there is no city name associated with the tile.

Right. Or regions since those are already defined.
 
Yep, regions would be even better.
