[Suggestions] No AIs' retreating from liberated CS

Please let me make it brief. I find it weird when AIs' troops are 'forced' to retreat from a CS's border when it is liberated but as players, we aren't (as i remember). For example, we liberate Quebec from Mongol whose troops have occupied strategic tiles adjacent to the CS that may help them get the CS back. But when we liberate the CS, all the Mongol troops "fly" out of the border and we fulfill these tiles with our armies. I find it really battle-breaking and biased to human players. I think this mod should change this advantageous rule to make battles more fair. The AIs should be able to understand open borders to CS a little bit more in this case.
 
I liberate city states all the time, and have never seen this before.

If I liberate another major civ's city, this does happen if I don't have open borders with them. But never to city-states.
 
Just happened in my game as Songhai, me and Washington flipped the city back and forth and it felt unnatural that his troops teleported outside everytime :S

I started this thread as soon as i encountered the issue. Note that i enabled this mod and yet another earth map too.
 
Sorry if this issue I'm bringing doesn't belong to this thread.

I used to play with CEP, so I don't even remember how it was in the base game.
One thing I've noticed moving to CPP is that City States don't focus so much in building units or defensive buldings and it is pretty easy (compared to CEP) to conquer them. Do you think this should be balanced?
