The longest bridge in the world is already over 100 miles long, someplace in Eastern China.
Since LONG bridges are expensive to make, let there be a gold cost-per-tile. Also, a LOT of labor is needed to build such bridges, that's why we need a minimum of perhaps 5 workers to build over coast and ocean tiles. (Then of course, the more workers the faster, as always.)
And perhaps some strategic resources may be required to build them too, especially past a certain length.
That's how I'd like to connect islands at long last.
BTW, there could be undersea tunnel options if the player prefers...
