Super-high AI GPT

[BNW] I'm playing an epic game vs ~18 civs and middle-scoring Siam is getting about 1200 GPT. Is this a bug, or are they just doing something oh so right? Austria is pulling in about 800, while all the other civ's are averaging about 10.
