I think both are good ideas. Why not do both?
 
The WH mod and a Mario mod are two fundamentally different things... Civ3 is a turn-based strategy game... there are different sides: armies, countries, alliances... WH mods, Warcraft mods, Starcraft mods... these things make sense as they too involve these same elements.

Mario is just one guy running around trying to save the day. Nothing wrong with Mario. I love Mario... but what good would this mod really be? If you want to play as Mario running around on the map, you might as well just play a Mario game.

Even Zelda has some more merit because in the lore, there is discussion of wars involving armies, and there are different races interacting with one another. But any Zelda mod runs into the age-old continuity contreversy...

But ultimately, most suggestions like this fizzle out completely... why? Because it requires graphics. Graphics that have to be made by artists and unit makers who are already stretched to the breaking point trying to produce more widely-applicable units.

A Mario mod could involve armies of goombas versus Toadstool soldiers with lots of speciality units (Koopas, Marios, princesses, Toad, etc.) It could be done.

Really, whats the point of changing a Real Time Strategy Game to a Turn Based Strategy Game, rather than a classic adventure game to TBS. The latter makes more sense to me. It leaves more room for creativity and adjustments for a better civ experience. I really do appreciate your concerns as to what I do in my spare time, but "If you can't say anything nice(or helpful), don't say anything at all." I like this idea and if this mod gets done and its horrible and no one ever plays it, well then I for one have gained alot of experience and enjoyed doing it.
So really just back off.

There is more than enough material for someone to make a mod based around the different nations and armies presented in the Mario mythos. Granted it's unlikely to push the limit on the number of countries to play of, but just because you don't know enough about it doesn't mean that others aren't capable of coming up with a mod that might actually play well. There's some neat little aspects that would cross over, like changing airports to pipe networks to allow travel between cities, paratrooping koopas, bombarding hammer brothers, those bullets as missile units and so on.

Not that I have high hopes of this mod ever getting off the ground, but there's no reason to be so cynical about it!
 
Sorry for the silence, I've been away from a computer for a few days...
I'm all for switching to a Nintendo mod, with each game series being a different civ. That would be a lot easier to do and more fun to play. Also it would be easier to make it TBS-compatible, since it's not based on one adventure game. If we had Hyrule, the Mushroom Kingdom, and Metroid, all fighting each other with game-specific units, the mod would be more strategy-esque instead of a cheap conversion from one genre to another. This of course would require much more graphics design, but again most would be fairly primitive and someone may be able to convert some.
