No Longer Just Lurking
As much as I like the sound of Camelot going for a Camelot award, building a wonder there immediately removes the option of Palace Jumping - if we do then want to move our palace we will either have to rebuild it brick by brick or use another leader on it. I would prefer to keep the option open for now and use it where we need the culture.
So, looking at both flip risk and position, this gives (from West to East):
Ela Springs: not at flip risk, would fill in some cultural gaps
New London: there is a flip risk to the Indians, but it would fill in a lot of cultural gaps
Roosting Tree: close to Camelot, no flip risk, but little gained in terms of culture in-fill, easily defensable
Oxford: not a flip risk, easily defensable, would fill in some cultural gaps, but Oxford has a Temple so will fill in quickly anyway.
Regentham: flip risk to the Dutch, would fill a lot of cultural gaps
Spichester: not a flip risk, would fill a lot of cultural gaps, but right on the coast and currently isolated.
