Tech trouble with an older game

There really isn't a forum for this game anymore. I've looked across the net. But this game is too good for me to pass up.

I'm not sure how many of you are familiar with the Sim City game series. For those of you who aren't, it's like Civ, but modernized and on a city-wide scale instead of a worldwide one. Basically, build a city from scratch. Well, I had Sim City 2000, but I can't find it. What I did find is Sim City 2000's partner, Streets of Sim City. It allows you to drive in any Sim City 2000 city, basically. (It is not compatible with Sim City 3000 maps in any way, I found out)

It isn't top in it's class for this, but it also allows you to arm your car with machine guns, rocket launchers, and the like. But my problem is really with Streets. It's got some major issues on my system.

I used to be the "proud" owner of a POS computer that could barely play ToT, and certainly could never play Civ III. But Streets played fairly well. I mean, it had it's issues then, but those were of the "not enough memory" variety. That's hardly an issue now.

***This is the part where only players of Streets can help me. If you don't know about Streets then I don't think you can help***

The enemy "hunter" and "cop" and "racer" cars do this wierd thing where they fly into the air, bouncing up and down as if they are using Hoppers, but stuck on. It's very annoying, and it makes it impossible to win the "Kill X number of cars" missions. It also makes races far too easy. The story gets better. You see, if a car gets hit by a Mine, a Rocket, or other explosive device, the game crashes. Guaranteed. And at seemingly random times I will get the message, "Streets of Sim City has encountered an unsolvable error and must quit". Quite irritating. Is there a way to fix this?
