one thing I don't understand though, is why the temple in Gorina generates 4 culture, while all other temples only generate 2?

When a culture building is up for over a thousand years, it generates double the culture. For instance, at the beginning of the game, the Palace generates only 1 culture but that doubles to 2 after 3000 BC (assuming your capital was founded in 4000 BC)

i see. then it's beneficial to bulid culture early. i guess the quirinal cities will never hit that limit though..

I will remain as Deputy Governor and I will keep my residence in Bootia (in the Deputy Governor's "palace") however I will be spending much of my time in the Foreign Affairs Office in the Palace at Noshuret. I thank you for a great term and I congratulate the new Governor, Gingerbread Man, to his election to the governorship of Quirnial Province. I ask him to allow all mayors to keep their posts. Well, I'm off to my office in the Palace at Noshuret!
