Cultural Consul Provolution proves some consultation provided cultural institutions culminates in some provisional solution, constitutionally protecting unilaterally conventional confusion conditional to situational awareness.

The Program for Term One:

Build Lighthouse
Build Temples in every city
Build Colloseum in all riverine cities

Provisional
Build Colossus if we got an excellent diamond/gold city
Build Great Library if we got enough incentive for a third wonder city
 
WONDER POLICY LONG TERM

We should go for the Lighthouse to maximize our maritime seafaring advantage and to deny other nations depriving us of that advantage.

Optionally

We may consider Colossus if we got a well placed city
We may consider Great Library to maximize our gold output on slider
We may consider Hanging Gardens if there are none or few luxuries around
We may consider Great Wall if we got no Iron and many enemies
We may consider Oracle if we got too few luxuries

Indeed, I am still considering a good city site for a Colossus. However, I need to see who becomes the new Technology and Trade Consul before I commit to the other wonders.

Lighthouse is still priority.
 
Why start an early Golden Age when we're in despotism? Suppose we had plenty of bonus grassland tiles (2 shields when mined). Under despotism, that means... 2 shields! You don't get 3 shields. It makes VERY little difference, and we wouldn't make much out of it anyway.
 
Again, all wonders will be completed by the end of Term One, is my guess, and possibly after we got a new government. I am still for Colossus if we find the right site for it.
 
I suggest that if you want to keep a Colossus option open that you coordinate with the technology person and make sure you'll be in a new government in time; remember the AI might grab it while we're going through the tree towards Monarchy or Republic. If the early tech plans steer towards a couple other techs(not to say that others aren't necessary) then it would be a good idea to probably work something else into the plans instead of the Colossus.
 
If Colossus is not built yet and we are researching Republic, we should start building it so that it will be done after we get Republic and made the switch. Hence, a Golden Age with a new government.
 
The perfect timing for a GA is after the expansion phase has finished, or even after assimilating one or two neighbors. We don't need to be in a hurry to have it, unless we somehow get way behind and its the only way to catch up.
 
I would like our new President to officially guarantee for the security of the Lighthouse if it ever to be built, and not make it into some other build.
 
I am not bringing up past actions, I am watching that everything will be the done accordingly. I am the conscience of our nation. :)
I am also safeguarding implementation of policies by calling for guarantees for every request I make, in case other branches need material for potential dispute resolution.
 
You also need to remember that this is emperor level, and we aren't going to be able to build a ton of early wonders. Another AI is bound to build the Collosus before we do. There's also more wonders, which mean more wonder cascades.

I agree 100 %, that is why I plan with head plan and back up options, due to the probability of wonder cascades.
