I was browsing through the manual (thanks Greg) and found some interesting modifiers that seem somewhat confusing.
All terrain has combat modifiers that changes either attack or defense. This is reasonable what I see though is that all nearly all land has either a positive or negative modifier but only ocean squares have neutral modifiers.
No Modifiers:
Coast
Ocean
Ice
-33% Modifier:
Desert
Grassland
Plains
Snow
Tundra
Fallout
Flood Plains
Marsh
Oasis
+25% Modifier:
Hills
Mountain
Forest
Jungle
Also marsh includes the flavor text "Note that military units in marshes receive a signifcant PENALTY when attacked." but really doesn't seem that its different other than the movement penalty.
It seems to me that Grassland and Plains should at least be neutral. Might as well have 0 and +58% modifiers if there is really no even ground for combat. Anyone shed light on this or is it just a copy/paste typo in the manual.
