Territory Incursions!

Towards the end of Term 2, we had a discussion on how to deal with territory incursions that resulted in our current instructions:
Territory incursions: Do not request or demand that any nation move its troops from our territory during this turn chat. If what appears to be a possible invasion force arrives near a city, please stop the chat and we can determine what to do in the forums.
We currently have several incursions in our territory, 2 Indian Settler/Defender pairs near Groton/Bootsville, a Babylonian Settler/Defender pair near Mr Roger’s Neiberhood and a lone Indian Warrior near Mûre:

Both India and Babylon are at “Remove your troops or declare War!” so we can’t ask them to leave nicely and Babylon in particular is likely to declare war. So what do we do?
  • Demand they remove themselves or declare war?
  • Continue blocking them until we settle the land ourselves?
  • Let them through?
  • Or have you another option?
I personally favour the continue blocking them option, but please post your views.
 
As long as we can succesfully block those invaders, I think that we shouldn't risk war with either parties.
Babylon still poses some kind of a thread, as they had a stronger army before the last turnchat.
And in the last turnchat we gave Eridu to India, so why wasting that good reputation immediately?
 
I wouldn't worry about the single Indian warrior. More threatening are the settler pairs, but unless we opt for another war (a bad more IMO for the moment) it means we have to continue blocking.
 
As long as we can use troops to block them, I think we're okay. A conflict right now would be bad timing for us. We've just switched to Republic, and our infrastructure is just beginning to build up. Our lack of culture is being corrected, slowly but surely, and our growth, in just the past ten turns, has been huge (see progress report thread).

Block 'em out. If India gets too pushy, we can handle a war from them due to the distance. Babylon though - I really don't want to go another round until we have Cavalry.

Summary: Block 'em out. If we need to, order India out, but not Babylon.

I say continue blocking them. The pair by Mr. Roger's Neiberhood can be blocked indefinetly with the units there. The pair by Bootsville can be blocked indefinetly with 1 Horseman. The pair by Groton can be blocked indefinetly with one more unit. I was planning on sending 1 Horse from Bootsville to help with that.
 
I want to suggest a "permanent solution": settler flood:

Sanction is switched from temple to settler; settler is hurried. (We don't urgently need culture in Sanction now.)

Vandelay is switched from market to settler finishing next turn. (We don't need market now, since we have ample cash.)

Cijam is switched from library to settler; settler is hurried.

Ooligaria is switched from library to settler.

Including the one existing settler, we can settle 5 spots and that should close the important gaps. :goodjob:
