The high council are not in ToT as in the regular Civ2. I'm currently going through the extended original version in ToT, because I wanted to see how the game is after my ship goes to Alpha Centauri. I like the graphics a lot in ToT, but I miss the in game movies from Civ2. For music, I stick the Civ2: Fantastic Worlds disc in the drive, because I believe it has all of the music from Civ2, expansions, and ToT with the exception of one song.
My ToT comes from the Civ Chronicles set, so I don't know if the patch is included in that or not. I bought the Civ2:FW disc separately, so that I could have all of the music that was not included in the Chronicles version.
