I just discovered Railroad and coal appears near one of my cities. I sent a couple of workers to road to the coal and as soon as they built the road, I got the "This resource is exhausted" message. Nowhere else on the map, that I could find, was there any other coal. None of the AI's civs had coal.

I had to abandon that game.
 
Coal doesn't just dissapear totaly of the map. It must have switched to some other place. Maybe it is under one of the AI's cities or you just didn't see it.

If one of your AI-opponents has it and you don't than you should be able to see it when you talk to them.

You can use CTRL-SHIFT-M to have a more clear view of the map (CTRL-SHIFT-N to select the map features you want to see in CTRL-SHIFT-M mode). You should be able to find your coal and kill the AI-opponent that has "stolen" it from you.:evil:

a) they have the Steam Power tech to make coal visible
b) they have it hooked into their trade network
 
Though it's hard to believe (assuming you're playing a non-modded game) that there's just one coal on the entire world...
 
I've played a game once when there was only 2 coal on the map (one of my first Civ3 games). Was this a tiny map? I know that tiny maps sometimes lack resources completely (depending on the game settings). Sometimes, though, coal reappears on a hill that's beneath a city. Press CTRL-SHIFT-M to see under cities.
 
I've seen a Huge map with only 2 Coal on the entire map. Caused a major war just to nab these two resources. Pity the Babylonians who happened to have the one near my Civ. Hard luck on them!

By a pure quirk of utter luck, the city with 50% of the world's coal reserves also had Iron in its radius :). The first time ever I've managed to build the Ironworks!
 
Any correlation here, I've often thought that a resource won't appear when the appropriate tech is gained, if a lot of your terrain has roads/railroads etc.....they always appear on unenhanced squares.

There's no correlation there at all. Tile placement of resources is randomly, not at all dependent upon tile improvements. Also, resources are already there before you get the tech, that's just when you get to see them (outside of trainers, cheats or the editor...).

First, if noone else had coal, why did you have to abandon the game? You weren't stuck anymore than any AI civ.

Secondly, no AI civ discover their coal until they get steampower. Since you just had got it I guess most (all?) of the AI lacked it. So I guess the coal moved to somewhere in AI territory, and that AI either hadn't discovered steampower, or hadn't roaded the square (or both).

If you look closely on the map while all cities etc. are removed (ctl+shift+M IIRC), I guess you'll find the coal somewhere.

but that still doesn't solve his chief problem, that the A.I. hates him.
 
The vanishing resource is just bad luck. But the AI players do hate everyone, especially the human player. Bad luck for me as the greeks to have both the iroquois (yes, the iroqouis) and the germans declare war on me simultaneously. I REALLY got ticked off about that, but theyre both lazy bums and dont attack me. :)
