The overall clue to put them together seems to me to be some sort of order. There's 8 clues and the numbers 1-8 in the overall clue.

As for clue 8 it could be any number connected to him - say 67 for his age on death. Without some sort of hint that could prove impossible to get.

The only other way I can think that Monroe followed Harrison is in death, Harrison in 1841, Monroe in 1870.

Richard III was the king who usurped the throne from his nephew, the boy-king Edward V, allegedly had Edward and Richard of York (another child, not to be confused with the the father of Edward IV) killed, and lost the battle of Bosworth Field to Henry Tudor, who then became Henry VII.

I was mistaken, Philip Augustus and Richard the Lion-Hearted travelled by sea, so they wouldn't have seen Barbarossa's death. Barbarossa's son, Frederick VI of Swabia, was present, so the number could be 6.

You're right, the Wiki page has a comment about "For the United States Congressman from New York, see James Monroe (1799 - 1870)." right at the top which threw me. I mistakenly assumed this date was about the 5th US President.

Ah, good point: converting from Sexagesimal gives the coordinated of the Lincoln Memorial in Washington DC so the answer is Abraham Lincoln!
