The overall clue to put them together seems to me to be some sort of order. There's 8 clues and the numbers 1-8 in the overall clue.

As for clue 8 it could be any number connected to him - say 67 for his age on death. Without some sort of hint that could prove impossible to get.

The only other way I can think that Monroe followed Harrison is in death, Harrison in 1841, Monroe in 1870.
 
Could be, the clue is rather ambiguous - "Saw his death" could also be a longer way of saying "he dies" or words to that effect.
 
Richard the Lion-Hearted (Richard I, not III) and Philip Augustus of France were the other kings on that crusade. It could be either of them.
 
Richard III was the king who usurped the throne from his nephew, the boy-king Edward V, allegedly had Edward and Richard of York (another child, not to be confused with the the father of Edward IV) killed, and lost the battle of Bosworth Field to Henry Tudor, who then became Henry VII.

I was mistaken, Philip Augustus and Richard the Lion-Hearted travelled by sea, so they wouldn't have seen Barbarossa's death. Barbarossa's son, Frederick VI of Swabia, was present, so the number could be 6.
 
Monroe died in 1836, on the Fourth of July, no less.

You're right, the Wiki page has a comment about "For the United States Congressman from New York, see James Monroe (1799 - 1870)." right at the top which threw me. I mistakenly assumed this date was about the 5th US President.

A number associated with the Council of Europe is 46 (the number of member states) so that could be the answer to hint 7.

Clue 7 is a non starter for me, since Strasbourg is not a number the emphasis on where makes no sense unless its referring to a part of its address or something similar.

Thermopylae is about 38 53 N and 22 35 E, but the second doesn't really make sense in that regard.

Ah, good point: converting from Sexagesimal gives the coordinated of the Lincoln Memorial in Washington DC so the answer is Abraham Lincoln!
