Hi. Been playing your scenario for the past couple days and would just like to comment on a few things I've noticed.
First off, Good job! I know this doesn't get said as nearly enough as it should be - you are a scenario maker doing this out in your spare time and as a fellow mod maker (albeit only a beginner) myself I know how annoying it is to see an endless list of seemingly petty complains without a single "Thank You" for all the hours you put into this. So I before I start my own "nitpicking" I would like to say Thank you, well done!
That being said however....
1. City Size/Population - This may sound petty to some but it just really annoys me how in so many Civ scenarios I play the Civ modders always seem to underestimate, and in some cases severely underestimate the appropriate city sizes. I mean, great cities like Milan and Munich should not be a size 2 or 3! I am not asking that you get out a thick history book to get the exact numbers on each and every city, but at least make "big" cities look big!
2. Relationship between Euro civs - I believe this has been touched on before but I think that more relationships and alliances between the civs, esp the Euro ones could be beneficial here. In the late 18th century in Europe, it was all about keeping a check on one's power and making sure that no one county gets too strong. This was particularly the role of Great Britain. Yet in the scenario I played, hardly anyone went to war, besides me of course

(even the USA and Confederacy never went to war! I think you should consider putting them on permanent war) and I was able to (as Prussia) conquer most of Denmark, all of Germany and most of Austria without anyone getting too upset over it. Then I declared war on France, France started to beat me up and Great Britain then got MORE upset at me and not France!
In reality, if it really looked like France was about to conquer virtually all of Central Europe, GB would definitely have something to say about it. This really isn't all your fault though, one of the most disappointing aspects in Civ as far as I am concerned is diplomacy; there are far too few diplomatic options and even fewer than in previous versions! Very disappointing.
