I can't wait to play this MOD. It sounds like a CIV mod dream come true. I am and have been a fan of the French 2nd Empire. I've stacks of books on the period. So for just a few suggestions. France and Brittain were friendly during the reign of Napolean III. He went to England when he abdicated and lived under Queen Victoria's protection for his few short years after his Empire fell during the Franco-Prussian war (They took Strausbourg and a large chunk of France during this war).
Belgium was an independent country and France did not get along with them. The only thing that stopped an invasion was Belgiums King Leopold's ties to England. France and Italy was very close at first. They helped free parts of Northern Italy from Austria and were rewarded with parts of Italy (Savoy and Nice.).
Later Italy was not so pleased with France because Napolean III, a staunch Catholic, refused to remove his troops from Rome because he was preserving papal territories.
Also if Mexico shows up on your map this was the same time that France invaded Mexico and tried to install Duke Maximillian of Austria as Emperor of Mexico. It sort of worked for a little while...until the Mexican's overcame and Maximillian was excuted firing squad style. (The initial invading force of France was held back by the Mexican's on May 5th and this is where Cinco de Mayo comes from.)
Also, I haven't played yet, but an excellent french specific unit would be the French Foriegn Legion. They were started by the people's King Louis-Phillipe and by the time of Napolean III were a formidable force.
Also one last thought. After Napolean III abdicated and the Prussians marched through Paris (1870) Paris became a commune for a whole a year. They ignored the rest of France and walled themselves up until french forces burst in and massacred the Communist...and thus began the French 3rd Republic based out of Paris instead of Versailles.
Anyway I'm sure that this is mostly all rambling unusable information but as far as international attitudes go, Brittain and France experienced no hostilities because of religion during this period and English tourists and Royalty were regular visitors to Imperial paris during this time including Queen Victoria.
