The Fix, Leaderheads

I have that already known common bug where the leaderheads of china and mongolians are mixed up,

what I want to know is,

WHY THE HELL HASNT FRAXIS PATCHED THIS!?

at the MOST your just REDOWNLOADING the leaderheads, theres no excuse!

Is there any way to fix this since fraxis and 2k are so Incompetant they cant do 3 minutes of work!?

eh - they fixed it waaaaaaaay back - they were mixed up in the original release and are good now

yet my games are fully patched and it china and mongolia are still switched.
