What hell is this?
And I have one more question. In Colonization are the pirates?

When the King wants to raise the taxes, he sometimes justifies it with an ongoing war against another country. This country is picked randomly from that list you found.
For example, the King wants to increase the tax rate by 8 percent to get money for the ongoing war against the Holy Roman Empire.

There are no independent pirates in Colonization; only privateers owned by the other three European countries.
