THE IC GENERAL ASSEMBLY​

The International Confederacy General Assembly is made up of all International Confederacy member states. The Assembly meets in regular session under the leadership of the Secretary General.

As the only IC organ in which all members are represented, the Assembly serves as a forum for members to launch initiatives on international questions of peace, economic progress, and human rights. It can initiate studies; make recommendations; develop and codify international law; promote human rights; and further international economic, social, cultural, and educational programs.

RESOLUTION POLICY
- all proposals made by the IC have to be passed by a simple majority vote by all member states (ie: all member states have 1 vote each)
- a member state may choose to vote aye, nay or abstain from voting. Note that the vote cannot be pulled back after voting
- in the event of a tie, the proposal will be automatically denied unless a member state wishes to contest the vote. The contesting state may call for a revote but MUST provide sufficient grounds. The decision to revote will them lie on the Secretary-General.

The Official International Confederacy Report on the Genocidal Campaign by the Indian Government against Muslims:
From IC Inspector Goober Blix

First, let it be known that the Indian Government, their Prime Minister ordered this brutal campaign. He actually went around to several cities, and mentioned this in his speeches. We know that the directives for this horrendous crime were directly given by the PM, and we have undeniable proof ot this. Hindus and Muslims have never liked each other, and certainly there is a sizable Minority of Hindus that want Indian to be a completely Hindu nation, but most Hindus can agree to live alongside Muslims without any problems. From what we can see, there is little to no support for these actions from the indian Government among Hindus, they are mostly against it. Hindus and Muslims might not exactly be best of friends, but they would never agree to totally kill each other.

Now, this has been a fairly brutal campaign. While exact number are impossible to calculate, we estimate that about 5.5 Million Muslims have been killed. Many have fled, or gone into hiding. Soldiers that have been ordered to commit these crimes are starting to desert, and this will continue, if the indian Government continues. This has stirred up much trouble in india, and we are receiving information that Muslim Groups will start forming, and demanding Pakistan to be made a free nation again. This action will only increase over time, unless the Indian Government acts to stop it. China has invaded India, over this issue, they say, and that will likely turn into a stalemate, unless China can get an International Coalition.

To Conclude this report, the Indian Government has caused many problems for itself. They have stirred up a real Hornet's nest, and will have troubles staying in power. 5.5 million Muslims are estimated to have died, and more are continuing to die, but slower, as the orders from the Indian Government get out to stop the campaign. We are reccomending immediate sanctions against India, and that the people who ordered this horrendous crime be tried in a Special IC War Crimes Tribunal. If the UN takes no action, expect a severe backlash by Muslim groups, and the credibility of this new UN to be tarnished.

Official IC Report on Europeans in Spanish-occupied Areas:

When the terrible tragedy of October 17th, 1962 occurred, Spain saw this tragedy as an oppurtunity. They realized that, if they acted quickly, they had the ability to make an Empire. Franco followed up on this, and has since invaded and annexed Ireland, Iceland, Portugal, Gibralter, Morocco, Switzerland, France, and Italy. Some have called this an outrage. But is it? Franco has recently been "liberalizing" in a fashion, promising that his government would be better, it would not randomly kill people, that it would alow Freedom of the Press, and loosening many of the stringent laws that were in place before 17/62. This is a major turn-around for Franco, who, before 17/62, was a fairly tyrannical dictator, one of a handful in the world. Since then, he has changed a lot, and probably for a good reason.

Franco has used his massive army to go around Europe and conquer a lot of nations. He has claimed this to be in the name of "saving them from anarchy, and the fallout". Our inspection teams have discovered that he indeed has been doing this. If Franco had not invaded, and restored order, France, Ireland, and Portugal would all still be in Anarchy, likely. From what we can tell, no mistreatment of the citizens living in these countries has been discovered, the Spanish troops have gone in, and taken over control, but they have restored basic services to the people, distributed food, and get the economy going again. Nobody is starving, like they were before Franco invaded. Franco should be commended for probably saving the lives of many people, if anything. Also, no Communists or non-Christians have been jailed, rounded up, or treated any differently, which is commendable.

On the subject of the murderous rampage of that French General, General Louis Rapport, who was a hard-liner in the French Military before, General Rapport promised Franco that the rest of France would peacefully be his, if Rapport got command of 50,000 Spanish troops to put out "resistance" to Spain's taking over the nation. What Franco failed to realize is that this meant that Rapport would, well, attack and kill all of these protestors, who were peacefully protesting for the most part. We estimate that these clashes killed about 5,900 unarmed, peaceful protesters. We reccomend that Rapport be put on trial in a IC Tribunal for Crimes against Humanity. This has made the French people even angrier, and more antagonized, and will cause many problems for Franco, especially with the "Free France!" movement, that threatens to destabilize the region. Now, the Pope has been speaking out quite a lot about "reunification", and "uniting all Christains". This will surely put a damper on the Resistance currently happening in France. We talked to some of the resistance leaders, and they have said that they would be content to see Rapport put in jail, or preferably sentenced to death, and would probably be satisifed with semi-autonomy for France for now, but want a seperate France, no strings attached, in the long-term.

In regards to Italy, the nation that Franco attacked that was not in Anarchy, Franco will face problems here. Italy is fairly Christian, so the Pope's calls for Unity should stifle some of the protest, but there will be some. Italy is better off the other nations, it was hit badly by the Nuclear Weapons, but retained a functioning Government, until Franco attacked. It should be noted that Franco has attacked, declared war upon, and annexed 3 nations, Morocco, Italy, and Switzerland, that were not in Anarchy, that had functioning Governments.

To conclude this report, Franco has been expanding the Spanish Empire, attacking, and annexing nations both in and not in anarchy. He has promised Democracy for Spain, and has relazed some of the stringent rules in place before 17/62. The findings of this report indicate that Franco had no beforehand knowledge of the brutal attacks from General Rapport, Rapport acted on his own, and should be tried on War Crimes, or Crimes against Humanity. Otherwise, the citizens in the nations that France has annexed have been, for the most part, peaceful, and order has been restored to those nations. It remains to be seen if Franco will keep on attacking and annexing more nations of Europe, and it should be advised that while Franco has been restoring order and basic services in the nations he has annexed, he is a Fascist Dictator, and he is creating an Empire.

IC Special Investigation - Nuclear Weapons in Australia and the Commonwealth Union

As requested by the Secretary General of the International Confederation, I, Goober Blix, and my team of Investigators have completed Investigations in the Commonwealth Union and Australia, to see if those nations have Nuclear Weapons, and are selling them.

First, on the Commonwealth Union. It is the finding of this Special Investigation that the Commonwealth Union has not made, or do not possess functioning Nuclear Weapons. The Authorities, which were rather cooperative, turned over documents proving that they had indeed found an American B-52 Bomber loaded with 4 Nuclear Devices large enough to totally eliminate a single city the size of what was formerly Paris. This plane was headed towards South America, and it is not know what brought this plane down, although some reports suggest that it was perhaps Australia or Commonwealth union vessels or planes mistaking it for a Bomber from the USSR. But taht is of little consequence to this Investigation, what is of consequence is that the CU did find this plane, carefully brought it to the surface, and brought it to an Antartic Base, for reasons unknown. The 4 weapons are unuseable, but not unrepairable, but the CU has quarantined the area, and is seemingly determining the correct fashion in which to dispose of them. They apparently have little experience in the matter. Furthermore, no evidence was found that the CU was trying to sell these Nuclear Devices to South Africa, at leat, that we could find. This appears to be propaganda, or the CU was trying to pull a fast one on the RSA. Either way, the conclusion of this Special Investigation concerning the Nuclear Capabilities and ambitions of the CU is that they have no Nuclear Devices, except for the 4 damaged ones, and they do not have the capacity to produce any. They were, for the most part, helpful in our Investigation.

Australia was a slightly different story. At first, they were very uncooperative, but then, their senior Government Leaders intervened, and they became rather cooperative. We have found that Australia is developing the technology to produce better Nuclear Weapons, and has a stockpile of about 10 built, each big enough to totally eliminate a city like Barcelona in one go. Those 10 are duplicates of the Nuclear Weapon that they found, not a newly developed Nuclear Weapon. They got the design from a Nuke that they successfully recovered in the ocean, that had survived, surprisingly enough. We also discovered that Australia has stockpiles of other weapons, but they are not covered in the scope of this report. We also have evidence that would suggest that Australia has sold some of these Nuclear Devices, although this is more of a suspicion taht we could not confirm, and that Australian Authorities vehemently denied.

In conclusion, Australia has a stockpile of Nuclear Weapons, and is developing the technology to make better ones, and the Commonwealth Union has 4 non-functioning Nuclear Weapons that they are trying to dispose of.

Official IC Report on the status of Europeans in Nigeria

The purpose of this report is to determine if Nigeria is maltreating or committing acts of genocide against Europeans in its lands at all. First, it must be noted that Nigeria has recently been rallying the black african nations to join together in an African Union, an Alliance of sorts. They have deemed this necessary because they believe that Africans must band together to fend off the threats that they feel, whether real or perceived is not the purpose of this report, from Spain in the North of Africa, and South Africa in the South of Africa. This has quite nicely rallied Africans, but also, as we shall explain later, has had a polarizing effect.

First, it must be said that Nigerian Officials were, overall, fairly helpful in our investigation. We did have some troubles accessing certain parts of the country, but, overall, I think we got a very good idea of what was occurring. When we were doing inspections of the country, we were shocked to see the devastation by the South African missiles. They were only 15 in number, but they have wiped out many factories, and some stray ones landed in populated areas, and killed innocent civilians. These factories will have to be rebuilt, but with the threat of war from South Africa, it is doubtful that they ever will be.

On the subject of Europeans, we have found that it has been a Government policy to deport and expel all Europeans, basically telling them that they must leave, but giving them an option of where to go. Most Europeans in Nigeria have fled to South Africa, and many have joinined the army, ironically. We have found isolated reports of extremist gangs not associated with the Government killing Europeans, but these incidents have been rare, and only about 50 people, from what we can tell, have been killed in this manner. The deportations of Europeans has had a tragic impact upon the Nigerian economy. Europeans used to run the farms, factories, and oil industries, and now they no longer do, black Africans do, and they, while they try, they are not as efficient nor do they have the training as Europeans do. Since the Europeans are being expelled, they cannot train these Africans, do the education and industry levels, as well as the economy, in Nigeria has been slipping, and the Government seems content with this, even though this will have a negative impact for Nigeria in the long run.

In conclusion, we have found no evidence of Government-ordered gonocide or mass killing of Europeans in Nigeria. We do know for a fact that it is an official Government Policy to expel or deport all Europeans, the majority of whom go to South Africa. Some Europeans have been killed, but mostly by extremist gangs not associated by the Government, but inspired by the Government. These deportations have had a bad effect for the Nigerian economy, but that is because Europeans used to essentially run the Nigerian economy. On a last note, few Europeans remain in Nigeria, very few in fact. Maybe a couple hundred, if that, and they are probably essential workers that the Government needs to keep alive certain crucial industries.

Official IC Report on the status of black Africans in South Africa

The purpose of this report is to determine if South Africa is committing acts of genocide, or is maltreating black Africans in South Africa proper, or any of the South African colonies, of which, there are many. First, it must be stated that South Africa is an apartheid regime, and its Government and army is made up of white people, mostly Europeans. Africans have few rights under South African law, although these laws have been relaxed slightly in the past couple years. White people typically run most industries, and use Black Labour to run the factories, farms, etc. In fact, without the plentiful black labour, South Africa's economy would not nearly be doing so good.

The reason why South Africa currently controls so much land is that after 17/62, when most of the European nations went into Anarchy, so did their colonies. So, South Africa seized the moment, and sent their troops in to "restore order", and of course, turn those former European Colonies into South African colonies. Now, South African troops have been fairly harsh, they have ruthlessly gunned down protesters and rebels, but there has been no coordinated attack against Africans, mainly because the sheer amount of black africans vastly outnumber the White Europeans in charge of South Africa. South Africa has huge amounts of troops in these colonies, and they have, for the most part, kept and restored order, and there have been fairly persistant insurgencies, although poorly coordinated, and they usually end with the leader of the insurgencies being shipped off to the massive prison complex at Kalahari.

On that subject, many thousands of black africans are currently in the Kalahari prison complex, which is, as i stated earlier, massive. It is guarded by at least 10,000 highly trained South African troops, who are quick to put down any disturbances. The food and shelter is adequate, but could be better. Most of these inmates are in here for life, and, if they get out, they have grim prospects. They face an uncertain future in South Africa, as these colonies have terrible standards of living, and few jobs. These poor conditions are certainly raising tensions, and hostilities against Europeans. If South Africa would invest money here, then these places have good prospects, but, currently, the people here live in abject poverty, abysmal living conditions, and have few prospects for their future. Jobs are scarce, yet these people are willing to work, if money was invested by South Africa.

To conclude this report, black africans are treated very poorly in South Africa, but there uis no evidence of a genocidal campaign by the Government. The Black Africans are very poor though, and live in abysmal living conditions. That could be fixed, and the black africans would probably be content to live in a white-run nation, if their lives were improved. We also know that somebody is funding the black african resistance movement, but have no idea who. That movement will only grow unless South Africa does something. But, for the purpose of this report, black Africans are not being rounded up and killed by the Apartheid regime, just kept in a state of abject poverty, which affects their lives, and their future prospects, as well as the future economic prospects of South Africa.

Ok, this is my final reserved post.

well if you read the South African Law Gazette you might have seen all the steps we took to move towards an abolishment of apartheid, the RSA governmetn is and will keep moving towards that goal, thoug we are not prepared to just declare end of apartheid and face a long and bloody Civil War.
