The Leaning Tower!

Rule #1 of my Mod is that each wonder should have an effect which is unique to it, Rule #2 is that the effect should atleast loosly make sense with the culture that created the it or the purpose it was built for.

Leonardo's Workshop I already gave several free Specialists (artist, scientist, merchant, engineer) so thats already taken. Any other ideas?

Also tourism is kinda a lame justification for a Wonder effect, ALL wonders are going to be tourist traps (its kind of inherent to the concept of Wonder, you know people come and "wonder" at it, about it) so any such logic applies to all wonders.
 
1.In my private mod, Leonardo provides a free tech.
2.Another Idea for Leonardo: +200% GP's in that city, but only for a short time.
3.About the tourist concept: you could gave them bonuses under certain civics:

Magna Carta, UN, Hummurabi Code (...) provides a bonus under "democratic" civics

Spiral Minaret, Notre Dame (...) provides a bonus under Theocracy or Organized Religion

Sun Tzu's Akademy, Great Wall (...) provides a bonus under Nationhood and Police state.
 
I like the idea of more wonders, as well as I would prefur they have some kind of connection to their purpose.

My only conern is that some may be made to powerful.

I always like the idea of a "small" wonder. A unique building that can only be built once, that provides a bonus better then regular city improvements, but not as grand as some of the grandeous wonders.

Regardless, I think that all teh ideas and decisions are good.
