The Supercarrier SIS-087 'Victory' cruised through the Atlantic, surrounded by almost 50 smaller vessels. The vast task force had been deployed to track down the rogue Submarine before any damage could be done. Such a vital war asset must remain in the hands of the GUNS, as there was no telling what destruction might be rained down at any time. SIS-003 carried enough firepower to destroy the entire nation, and there wasn't a chance it would be allowed to go over to the exiled PUB diehards.

The search had been going for over a week now, and still the Submarine evaded detection. The refits undergone the year before had focused heavily on improving it's stealth capacity, and even with their own upgrades the task force was uncertain they could spot it, even if they were right on top of it. It seemed possible the Silent Death would live up to it's name in this hunt. At least the first part.

It could never be allowed to live up to the second.

Outskirts of Ancona

In his luxurious mansion, the Ruler of Italy stands up, his white suit a stark contrast from the pitch black night. "I propose a toast," he proclaims to the government officials sitting with him in the dining room.

1000 meters away, Marco Ciampino looked through the infrared scope on his M2160 sniper rifle. Through the window, he sees the Ruler stand up. Perfect, he thinks as he takes aim. Just to make sure, he looks to the ledge above and sees the men starting to clip in.

2359 hours
"All ready, men?" Giovanni Seguini asks of his four comrades from the city of Venice. They all give a nod, and clip into the convieniently placed holes on the roof for their rappeling equipment. He the bolt on the XM28 TAR he liberated from the wahehouse, and activates the tactical goggles, displayed upon which he sees a stream of data on the men at the compund and across Italy, along with the locations of various guards and a 3-D map in the corner, currently in a miniatoure mode but expandable.

"I propose a toast to our glorious nation, and our success over the years. Long live the ruler!" The RUler shouted, and the clinking of many glasses proceded. The Ruler raised the glass to his lips and opened his mouth to take a sip of the fine wine from his own vineyard.

January 1st, 2176
0001 hours

"Go," Giovanni states calmly across the comlink, sent to his men all across the nation.

The .50 caliber round left the M2160 rifle, travelling at extreme velocity trhough the air. The window behind the ruler shattered, and the RUler tried to turn and see what it was, but he was never able. The .50 caliber round cut through his spinal chord and throat, killing him instantly, along with decapitating the poor man. Giovanni and his four most trusted soldiers leapt from the roof, firing to shatter the windows as they slammed through. Once they landed, they opened fire, 3-round bursts from the XM28 TARs ending the lives of the screaming officials. Giovanni looked around for the Ruler, and saw the man slumped across the table, his white silk suit turning red.

Across the nation, similar events took place. Expert marksmen ended the lives of the head officials of the old dictatorship, and storm squads of highly-trained Venetians stormed all of the government buildings and nuclear facilities. Explosions rocked all of the old regime's buildings and military complexes, and by the time dawn rose only a few of the old government's soldiers were alive as prisoners.

"The time has come for change!" Giovanni Seguini's voice boomed, him and the men who raided the mansion displayed across every screen in Italy. "The Dictatorship of Italy has ended, along with the year 2175, and now a new government comes with the new year! I, Giovanni Seguini, and this man-" Giovanni points to the sniper, "Marco Ciampino, do officially assume temporary leadership of the new Republic based off of the old Roman system along with American ideas, and hereby declare that the new nation shall be the Republic of Venice!"
All of Venice-the new capital of the nation, and the one city that fully supported this change in government-rejoiced. Many of the people who had been forced into unmanageable conditions cheered for the change. The general populace was at first shocked to hear the news, but then realized, "Hey, maybe the old ways weren't so bad after all." A few of the pro-dictatorship people rebelled against this change, but within a few days, along with hearing the official news of how the nation was to be run, everyone accepted the change greatfully and peacefully.

And the whole nation was at peace yet again.

The Republic of Venice
Government- Modified Roman Republic/American Representative Democracy (My favorite kind ;))

Legislative Branch
Based upon the Legislative branch of the Unites States government, it is a bicameral legislature. The Senate acts as half of the branch - it passes the laws, makes treaties, etc. - but it is also in charge of advising the consuls on a weekly basis on the events going on throughout the world. This half can overrule the Executive Branch by asking for impeachment of a Consul in the Supreme Court. The Senators have no term limit, and have terms of 2 years. They can also be chosen for positions as Secretaries for the Executive Branch, and those positions last as long as is wanted or until replaced.
The House of Representatives is ruled by the people, with each city getting one representative for every x people it has, up to 10 representatives, and no fewer than 1 (the value for x depending on the population determined by the Census). Its main goal is to pass bills and laws. A majority vote is needed to pass any law or bill, and this branch chooses the Aediles and Censors. They can also overrule a nullification of a law by the Judicial Branch if a strong enough case is showed. The Representatives have no term limit, and have terms of 2 years.

Executive Branch
Every 4 years, 2 Consuls are elected (the two with the most votes). The consuls act as the President and Vice President, and they are tasked with keeping the country running smoothly and conducting diplomacy with the Senators. They also choose the Supreme Praetor for their term, and can elect advisors from the Senate for different Secretary positions. The consuls can overrule the Legislative branch with the veto power, Latin for "I forbid".The consuls can have 2 terms of 4 years.

Judicial Branch
The Supreme Court is the embodiment of the Judicial Branch. The Praetors are the judges, with 8 Auxiliary Praetors and one Supreme Praetor. The Supreme Praetor is chosen by the Consul at the beginning of his term, while the Auxiliary Praetors have an 8-year term, with one leaving and one joining every year. The Supreme Court deals with any major cases, like treason, murder, impeachment, etc., while the Lower Courts deal with the minor cases of theft and the likes. The Supreme court can overrule both the Executive Branch and Legislative Branch by declaring a law or bill unconstitutional. The Supreme Praetor has no set term limit, but usually lasts as long as the consuls do.

Elections
Every year, elections are held for the government positions. Every single person above the age of 18 is allowed to vote for the candidates, and every vote counts.

Constitution/Bill of Rights
The Venetian Constitution outlines the above statements. It also -like the Constitution of the United States - contains the ability to amend it and the Bill of Rights, which has almost the same rights except for a few of the first ten amendments that have different wording.
Changes in the American Bill of Rights that Apply to the Italian Bill of Rights
2nd Amendment- All able bodied men who are allowed by the Optimus Miles can carry and store guns.
9th Amendment- All rights not delegated by the government are the rights of the people, and they cannot be violated unless drastic actions have occured.
10th Amendment- All men and women of all races are allowed to vote, and all who are turned away have the right to appeal the case to the Supreme Court.

Other Government Positions
Aedile- these men chosen by the Legislative Branch control the maintenance of the cities. They are also responsible for directing the donations given to the cities.
Censor- the Censors are charged by the House of Representatives to conduct the Census. They also run the elections.
Optimus Miles- The Optimus Miles of each city runs the garrison and chooses which men in that city can carry weaponry with them or in their homes. they are elected every ten years by the people, and have a term limit of 2 terms.

The GUNS announced today that a new military program is being implemented. The navy will see a number of refits for the vesseks longest in service, but will be largely untouched; having been only recently overhauled by the officials of the former PUB government. The major benificiaries of this plan shall be the army and the air force.

The Air Force will see a large expansion, possibly doubling in size, and the creation of a number of new land-based bomber squadrons, which will allow them to engage in combat where previously carrier-based aircraft had been unable to reach. The Air Defence net around the Isles will also be rennovated, to ensure the complete security of the people.

The army has initiated a massive recruitment program in an attempt to boost it's image and erase the popular percetion that it is a 'secondary' branch to the more glamorous Navy and Air Force. As well as this, a number of new Armoured Assault Divisions are being created where there was previously only one, giving the army a much more powerful striking arm and moving away from it's primarily defensive role. This includes the issueing of the new 'Woad 2' heavy tank, which has much more powerful weapons and heavier armour than the army's more dated current tanks.

Once upon a time, there was a man who thought he could be ruler of China. He promised the people democracy, he promised them modernization, he promised them a glorious new future. He promised them all these things, and the people, desperate and war-weary after nearly a century of hard-handed oppression, put their faith in his untruths.

At first, the new China seemed successful. For the first time in most living memory, the people actually had a choice in how their government was run. The tyrant was deposed; peace looked achievable. Asia was at last poised to usher in utopia.

Or so they thought.

The democracy was a sham. China had merely exchanged one dictator for another; instead of state terror and physical suppression, citizens were now subdued by sophists and spin-doctors whose empty prose turned wrong into right. They were promised change; but no sooner was the president sworn in than he deployed the army to quell the discontent factions. Peace by the sword. A familiar pattern.

But there was one key difference, one fundamental way in which the new régime was worse than the old. His vision for China was not of indigenous nationalism, but as a colony, a branch-plant for European culture. He belittled the mosaic of Asiatic cultures that composed the country; he shunned his own language, his own history, the tradition of his own people to curry favour with foreign benefactors half a world away. He imposed Catholicism upon the citizenry, and in exchange for an annual tithe paid to the Holy See, the Pope turned a blind eye to the rampant injustice that plagued the country. Little surprise then that he, not his predecessor, dragged China into regional warfare: a colonist surrounded by “inferior” cultures will recognize only one course of action.

When European imperialism had dug its roots firmly into state thinking, he completed his treason by handing over sovereignty to a foreign import, the infamous George I who, within months, codified the dictatorship with a return to absolutism. Free of the need to feign legitimacy, he quickly smothered whatever democratic seeds remained. Cursed with ever-worsening insanity, the king began a vicious campaign of global conquest, renewing the strife his ascension to the dubious throne was supposed to have ended.

The punch line to this joke was atomic war and billions murdered.


And now, Mr. George returns to repeat the horrid cycle of war and exploitation that rendered the Chinese life solitary, poor, nasty, brutish, and short. This time, there is no mistaking his intentions: he willingly submits himself to the son of his late dictator, dutifully rubber-stamping whatever his master decrees, the little pug whose legs are too short and breathing too laboured to let him do anything but follow. He has renewed his cultural genocide, obliterating the Chinese language, and through recent state-mandated educational “reform”, seeks to erase China’s short-lived democratic legacy and the identity of any ethnicity beyond his own. The so-called opposition parties protest in public at the same time they ready the shackles for their constituents.

To those who have studied totalitarianism, the logic is frightening in its clarity and simplicity. Obedience to the leader must be absolute; any window for heresy must be destroyed utterly, lest it divert attention away from Big Brother. Culture must be homogenized and rendered subordinate to the State, twisted to glorify the ruling class and instil within the populace the delusion that its reign is the “natural” order. One sees for oneself this process thoroughly at work: the cultural and historical revisionism instigated under Christos and retooled under George has been renewed full force. The faces keep changing, but the body does not.

Countless times the Scarlet Lancers have reiterated our vow to defend China –all of China, not merely the most profitable demographic– and countless times the despots of the world have challenged our commitment. Predictably, their short-sightedness fools them into declaring premature victory, as they have done so often before, each time rebuffed by the cause of the just. And with each arrogant performance, they entrench their illegitimacy within the international community, disgracing their people, branding themselves pariahs. The Otto régime knows it is defenceless alone, and so desperately allies with the few remaining states of similar ethical bankruptcy, hoping to stay its inevitable reckoning a little while longer.

It is altogether fitting that China has found refuge in the IRA: the alliance’s contempt for morality is only surpassed by its mutual lust for self-gratification. One begins to wonder whether its members had any concern at all for their reputation when they embraced the global leper, or if they could do so without fear, knowing they already bore the plague. Just as the ancien régime marred everything it touched within China during its previous ill-gotten reign, so has it now marked the insidious collaborators striving for global domination. Do not put too much faith in your new friends, George; we had hoped to avoid direct confrontation so early, but since Russia has adopted the peremptory approach to implementing its imperial agenda, we will take the requisite steps to protect ourselves.

Ironically, your new alliance has unwittingly benefitted our cause. Amidst the chaos and treachery of the decade’s politics, a new sorting algorithm has emerged to distinguish the darkest black from the nebulous grey. Thomas Hobbes postulated that mankind would war with each other if not checked by a higher power. The IRA has become that power: not because it prevails as global sovereign, but because it represents the common enemy of self-determining peoples the world over. You had joined thinking you would be shielded from the consequences of your actions; instead you cower beneath the bullseye that directs the arrows of all crusaders of liberty and justice. When the Xinjiang democracy was violently deposed, the world was poised to strike back in defence; the rise of Italy and Russia interrupted the liberation, shattered the cohesion as the global vision was diverted by regional squabbles. But now that the dust has settled, the truth stands clear, as what seemed chaotic factionalism has congealed into a monolithic despotism, advancing a philosophy of order as immutable as it is unforgiving. The borderlines have been redrawn, and international solidarity has been renewed.

Like the Ouroboros, tail in mouth, this coalition of dictators devours itself through its regressive, megalomaniacal designs. But unlike the Ouroboros, the tyranny is but a temporary deviation from the eternal dream. Already the “permanent” leaders are being displaced: Russia has revolted against the imperialists; Italy has thrown out its overlords. Democracy continues to trump the despots. As the circle grows ever-smaller, the fate of the Chinese traitors becomes ever-clearer. As the alliance falls apart, the usurpers realize they have painted themselves into a corner. Still clinging to the illusion that they command respect, Otto and his cronies continue to flaunt themselves as the harbringers of a new era, but nobody is fooled by the rusty rhetoric: military spending rapidly eclipses social services as the pretenders entrench themselves for one last desperate defence. It is not a question of if the régime will survive. It is merely a question of how long it will drag out its death, and how many innocents it intends to sacrifice to buy itself a few extra futile minutes.

We do not expect the régime to heed us given its consistent and brazen contempt for peace, democracy, and international law: every overture we have made has been thrown back in our faces by those arrogant few who stubbornly cling to their limited understanding of the world. We would recite our usual appeals to justice and common sense, but we can already predict the answers. Nevertheless, we will give one last piece of advice, free of charge: if there is a shred of honesty and human decency still present in the government, it would to well to make its peace, spiritual and material.

The reckoning draws ever nearer.

The GUNS Ministry of Public Information and Media has announced it shall be commencing restoration of the BBC offices damaged by PUB Guerilla's during the creation of the GUNS. Seeing that these offices have already been targeted once by PUB terrorists seeking to suppress the truth, they will come under direct government control in order to provide the required level of security.

The Investigation into the possibilty of dangerous PUB propaganda being spread via the internet has also be completed, and although there will be some restrictions imposed in order to maintain the safety of the public, it will likely remain largely untouched. However, constant monitering will be maintained in order to prevent corrupted materials making their way into the nation.

The PUB government in Exile has declared these measures to be the first steps in establishing an illegal police state in the isles, but this is one of the many PUB announcements that GUNS has declared to be 'subversive propaganda, designed to incite rebellion and internal dissent', and has subsequently banned people from accessing.

I forgot to mention in the update. It is possible to sabotage WMDs(wherein they will fail if they are fired, can be quite a surprise to an enemy), or destroy them(small chance of detonation). This more or less prevents MAD from being the end game.

Resurgence of the GLA

With a civil war in Russia and violent coup in Italy, the IRA seems poised to fall apart at the seams, and one group intends to hasten that demise. Long thought to have been extinct, the Global Liberation Army has released a public statement reaffirming its existence and threatening a new campaign against the “imperialist infidels”. Encouraged by recent Scarlet Lancer publications, but more directly by Italy’s recent invasion of Egypt, the GLA has allegedly reorganized for a concerted assault on foreign presence in the Middle East.

Although the GLA has publicly voiced support for their campaign against the Chinese monarchy, the Lancers have not reciprocated, and reject any familiarity between the two organizations regardless of mutual goals. They state that their means, methods and ideologies are incompatible, with pointed reference to the GLA’s frequent and “indiscriminate” use of staple terrorism and biochemical weapons, which the Lancers have consistently shunned.

Analysts argue that the return of the GLA is symptomatic of a growing radicalization of resistance groups “forced” into adopting less forgiving tactics to combat the sheer military might of the IRA and its allies. This “desperation”, as some have stated, may have immediate and devastating consequences given the GLA’s prior use of tactical WMD. Peace activists have pleaded for the cessation of expansionist campaigns worldwide as the first step to defusing the mounting tensions; but while generally successful in most countries, they have failed to garner support amongst the states who have most directly precipitated the crisis.

Master of explosives and sabotage, “Demo” Juhziz is a highly charismatic leader and one of the GLA’s more public faces. While he is notable for eschewing biochemical weapons, he is notorious for his suicide squads and booby-trapping even conventional soldiers, turning virtually his entire army into a bomb. Stolen Russian missile technology grants him more devastating tactical artillery than the FROG-7 launchers common to other GLA cells, while the use of heavy demolitions traps gives him a powerful and stealthy defence. Rumours of strategic ballistic missile sites remain unconfirmed.

A Libyan warlord whose intricate political games were cut short by European interference in the region, Kassad specializes in stealth and subterfuge to appropriate victory through ulterior means. On the battlefield, he is equally renowned and despised for his ability to conceal his forces from enemy eyes, developing mobile GPS scrambling technology that can disrupt not only radar, but even some satellite imaging systems. Kassad has trained an elite sniper corps that has proven itself the bane of tank commanders for its skill in killing a crew even when buttoned, allowing his highly mobile infantry to turn the enemy’s own vehicles against it with unnerving rapidity.

Dr. Thrax

"It is so hard to find a doctor these days who will make house calls. Ah, but Dr. Thrax still does!"

Considered unhinged even by GLA standards, Dr. Thrax was famously disowned by his own organization; his return to a leading position has alarmed strategists the world over, who fear it indicates a lowering of the GLA’s already-negligible ethical standards. Thrax is notorious for developing highly potent biological and chemical weapons including the Anthrax Gamma strain, and is wanted by multiple parties for war crimes. He is believed to have worked freelance for the past few decades, and is alleged to have played a key role in developing Iblis’ chemical program.



Whether or not the GLA and the Scarlet Lancers like each other, they may have to co-operate. As internal crises occupy Russia and Italy, the GLA has set its sights on China. The high command has released the following statement:

“To the unclean dogs heading the Kingdom of China: your days are numbered. Do not think your petty words can undo the past. Does any right-minded individual truly believe the current government, comprised of members of a régime willing and eager to subject the world to nuclear holocaust, is committed to peace? Is any citizen of Asia with a working memory convinced this sham democracy offers anything other than a return to the destitute dark age of recent decades? Does the failed state deserve a second chance at global destruction?

“No!

“You European imperialists and your running dogs have no place in this world. The Global Liberation Army declares jihad against the usurpers. Already your insidious plot to destroy the Uyghur people through cultural whitewashing and racial propaganda is being undone. An army of liberation amasses along your frontier. Our operatives slip through the cracked and crumbling border posts like water through a sieve, preparing to strike at your black heart and free the masses from infidel oppression. We will smite your evil legions and send you running back to your decadent pope, that false cleric, who contents to wallow in tribute extracted from the peoples he has oppressed, applying his perverted interpretation of God’s will only when it furthers his private ambition.

“You speak of peace as your prepare for war. Do not think your designs are not known: the Chinese appetite is insatiable. Like a great bloated beast, you amble across the globe, consuming all in your path; whom shall be your first victim, if not your weakest neighbour? But we shall not let this be; we shall not allow this monster to eclipse the cradle of civilization with its putrid body. We shall arm the Middle East entire against your tyranny. We shall hold firm against the Hunnic hordes you prepare to unleash against the west. We shall strike while you are soft; determined, unrelenting, until all of Asia is cleansed of your despotic filth.

“As we speak, your subversive agents that seek to sow chaos and discord are being hunted down. Our holy land will be excised of the corrupting blight of the Chinese slavers. Bide your time well, for the revolution is coming; once we have broken your pitiful war machine, we will sweep through your country as righteous fire, burning away all trace of your demonic empire from this earth.

“Long Live Freedom!
“Long Live the GLA!”
